There are three components to the project. The first component is rural community infrastructure. This component will finance demand-driven micro-projects in rural infrastructure. Micro-projects eligible for finance through project proceeds will increase access to, and quality of local economic and social infrastructure, such as roads, rural water supply, irrigation, schools, clinics and markets. Costs to be supported from the project include identification, design, construction, rehabilitation, and initial operation and maintenance of the micro-projects. The second component is technical assistance for rural infrastructure. The reallocation is necessary to continue funding the project advisory program and the project operational costs during the remainder of the project. In March 2010, the project task team and Project Management Unit (PMU) reviewed the financial status of all project components and reallocation of credit proceeds to ensure sufficient funding for the remaining project activities. In order to complete the project activities, it is necessary to reallocate Special Drawing Rights (SDR) 691,500 from the category consultancy services for other project components to the categories of consultancy services for Information and Advisory Center (IAC) and Regional Advisory Centers (RACs) and incremental operating costs. Rapidly increasing prices during the project period have resulted in increasing costs for most activities of the information and advisory services sub-component of the project. In particular, the costs of the travel and transportation, rental of rooms, utilities, printing and staff were higher than estimated at the time of project appraisal. There are four components to the project. The first component of the project is streamlining and automating market infrastructure. This component will address the outdated capital market infrastructure constraints by focusing on: (i) increasing automation of the market through establishing one depository center and consolidating clearance and settlement; (ii) opening the infrastructure's membership and access; (iii) minimizing off-market trades and improving price discovery; and (iv) facilitating the operational introduction of investment fund. The second component of the project is updating and strengthening the legal and regulatory framework. This component is to maximize the benefits of adopting an adequate legal and regulatory framework, this component will focus on: (i) reviewing the draft capital market legislation, ensuring that the existing gaps are addressed through the forthcoming new Capital Market Act and identifying key implementing regulations needed to make the law effective; (ii) enhancing market confidence and safety by introducing minimum capital requirements for market participants; and (iii) allowing pooled investments by insurance companies. The third component of the project is stimulating supply. This component will promote greater use of capital markets as a financing alternative by focusing on: (i) creating a more appropriate environment to encourage equity listings and the corporate bond market; (ii) actively reaching out to corporations to promote benefits of financial market as a funding alternative and working proactively with prospective issuers to assist them in coming to the market; and (iii) promoting development of reliable benchmarks in the government bond market. The fourth component of the project is capacity building. This project paper also seeks approval of an extension of the closing date of the original credit by eighteen months until June 30, 2013 and an extension for the additional financing by three years until December 31, 2014 to enable the project to carry out the remaining activities as well as the newly included ones. A decisive factor in the determination of this time-frame is the anticipated duration of the construction activities. There are three components to the project. The first component is rural community infrastructure. This component will finance demand-driven micro-projects in rural infrastructure. The first component of the project is motorway improvement - upgrading a 100km section of the existing two lane M4 Baku-Shamakhi road into four-lane motorway and related road safety activities. This component comprises civil works for the Baku-Shamakhi road and consultancy services for works supervision. It also finances road safety activities to be implemented throughout the project duration including design, construction, and opening of new four-lane road. Government will finance land acquisition and resettlement costs. The component also includes consultancies for technical audit of works and design of priority investments of the main road network. The second component of the project is institutional development. This component including: (a) preparation of a study to explore options for a policy on management and financing and efficient allocation of resources for Azerbaijan's motorways; and (b) institutional development of the Azerbaijan Road Service (ARS) in motorway operation and maintenance by: (i) establishing motorway guidelines; (ii) testing a small experimental motorway management unit at ARS; and (iii) carrying out an operations and maintenance pilot on sections of the existing motorways. The project will finance the costs associated with scaling up the project's impact of developing regional economies and alleviating rural poverty. It will help reduce transport costs along the M6, one of Azerbaijan's transport corridors, by rehabilitating the road networks and removing transport bottlenecks to the socioeconomic development of the region. Major activities will include the rehabilitation of 116 km of the highway between Hajigabul and Bahramtapa and the rehabilitation of approximately 200km of local roads connecting villages with the M6.
