The development objective of the Road Infrastructure Rehabilitation Project will be to assist Bulgaria to reduce road transport costs by improving the condition and quality of its roads network during the first years of European Union (EU) accession. The major modifications being are: (i) changes to project components by expanding the scope of 'component two: institutional development' and focusing it on the absorption of EU funds, and reducing the scope of 'component one: rehabilitation of selected roads' to reflect the reduced budget for the project which impacts the project's financing plan; (ii) extending the loan closing date by 24 months to enable full completion of the expanded component two and of all ongoing road rehabilitation works under component one; (iii) reallocation of loan proceeds between disbursement categories to reflect the changes to project components, and increase the percentage of expenditures to be financed from loan proceeds; and (iv) modifications of outcome and impact indicators to reflect the changes.

The Wood Residue to Energy Project in Bulgaria, aims at reducing greenhouse gas emissions generated at Svilosa, by substituting coal with residual wood as a fuel for power, and heat generation, and, through savings of methane emissions from residual wood waste, stockpiled at the plant. The first component involves the installation of a biomass boiler to burn wood residues, thus reducing the amount of coal needed in the combined heat and power (CNP) plant, but providing the Svilosa facility with the same energy requirements. As a result, it will reduce the release of greenhouse gases, and local pollutants, while the utilization of biomass wastes will reduce the release of methane emissions, which would have been released if these wastes were to be disposed. The biomass boiler to be installed, will have a capacity of 13 MW, and two scenarios have been considered: a) realistic case which assumes double production capacity by 2005; or, b) worst case, which assumes no expansion. The second component - emission reduction monitoring and certification - will ensure the appropriate monitoring and evaluation criteria, emission reduction units calculation, and verification and certification, as contained in the monitoring plan.

The objective of the Energy Efficiency Global Environment Facility (GEF) Project for Bulgaria is to support a large increase in energy efficiency (EE) investments in Bulgaria through development of a dedicated, self-sustaining and market-based finance facility (BEEF). The BEEF, supported EE investments shall provide sustainable reductions in greenhouse gas emissions. The main change is a reallocation of funds between categories, namely US$ 342,112.39 thousand from category 3 (b) others of 'consultants services and training' to category (1) sub-loans under part B of the project. This reallocation is required as assistance to BEEF for financing projects in their pipeline since they have exhausted all funds originally allocated to them under category (1) under part B of the project. Sub-loans have been prepared and loan documents will be signed before the closing date.

The proposed additional loan for Bulgaria social investment and employment promotion project will help finance the costs associated with a scaled-up Community Infrastructure for Development component and additional implementation time of this well-performing project which would allow the component's implementing agency - the Social Investment Fund (SIF) - to adapt its structure, programs and procedures for the purposes of accessing other sources of funding for its activities, particularly European Union structural funds. Currently the World Bank and the government are the main financiers of the Bulgaria SIF. The government sees the social inclusion project framework as developing into an instrument for facilitating the use of European structural funds. However, the European structural funds are expected to become accessible in late 2007 or 2008. In order to maintain the institutional capacity and allow it time to adjust to the requirements of the European Union, the SIF would need a full investment program in 2007 and 2008.

This program document describes the third and final phase of three Social Sectors Institutional Reform Development Policy Loans (SIR DPL 3) Program in Bulgaria. The DPL series support the adoption and implementation of structural reform policies to: (i) increase employment and lay the foundations for long-term productivity growth by providing incentives for job creation and labor force participation as well as by improving quality of education; and (ii) promote fiscal sustainability through efficiency gains in the social sectors. Bulgaria's economic growth is forecast to decline substantially in 2009 and 2010 compared to 2008, and the Government is focusing on a dual strategy of: (i) maintaining a prudent fiscal stance to ensure the continued cushion of a sizable fiscal surplus; and (ii) continued structural reforms to increase competitiveness and raise productivity so as to emerge stronger from the economic downturn. The SIR DPL 3 contributes to address both short-term and medium-term aspects of the expected economic slowdown by supporting: (i) short-term measures to address the potential adverse employment effect from the economic downturn; (ii) the government's continued reforms to improve, in the short- and medium-term, the efficiency of resource use in health and education; and (iii) measures to raise employment and productivity growth over the medium-term through structural reforms to improve employment activation policies, raise quality of primary and secondary education and to reduce the regulatory burden for the enterprise sector.

The Programmatic Adjustment Loan Project for Bulgaria is the first of three programmatic adjustment loans envisaged to Bulgaria, it supports the new government which came into power in mid-2001 two main development objectives: a) sustaining economic growth and b) reducing poverty, both key to complete Bulgaria's transformation to a market economy, and move closer towards European Union (EU) membership. The reform program of the current government builds on the gains of the past five years and makes a strategic shift in emphasis towards promoting growth and reducing poverty focusing on increasing investment and productivity, and building human capital. To implement economic growth and poverty reduction strategy the government is building its medium term reform program on: 1) sustaining structural reforms in the enterprise sector with emphasis on restructuring the energy, railway, telecommunications and water sectors; 2) establishing a market business environment; 3) deepening the financial sector, addressing the constraints to increase lending by the banking system and the development of financial markets; 4) improving public sector governance, by implementing an anti-corruption strategy, strengthening local governments, and reforming public administration and the judiciary; and 5) investing in human capital and strengthening social programs, focusing on health, education, pension reform and social assistance effectiveness.

The Child Welfare Reform Project protects children's rights in Bulgaria. There are four project components. The first provides for technical assistance and training for capacity building, management, standard setting for the state agency for child protection, and for the provision of social services at the local Child Protection Department. This component will also support monitoring and evaluation of all project activities, development and implementation of a management information system, and a public awareness campaign to support reform implementation. The second component will support the Bulgarian government in improving child welfare through identifying, financing, monitoring, and evaluating sub-projects targeted at preventing abandonment and institutionalization of children, leading to the de-institutionalization of children in residential care and an improved quality of residential care. It establishes instead alternative community-based services such as community support centers for family counseling, parental education, foster care services, staff training, counseling services for young offenders, and community development activities as well as temporary shelter for young, single mothers and their babies, and small group homes. The third component focuses on interventions aimed at preventing child abandonment in high-risk communities, like the Roma community. The last component identifies, finances, implements, and monitors sub-projects that target street children.
