The objective of the Prototype Carbon Fund - PCF - Sugar Bagasse Cogeneratioon Project is to reduce emissions by generating energy from renewable resources. It is designed to facilitate the implementation of several subprojects in Brazil, of which two sugar bagasse cogeneration projects are presented for approval. The Alta Mogiana Bagasse Cogeneration Project is hosted by Usina Alta Mogiana S.A., and focuses on increasing efficiency in the cogeneration process to produce more steam, and increase electricity output to supply the national grid. In the first phase, two 21 bar pressure boilers are refurbished and a new 25 MW turbo generator installed. The Guarani Cruz Alta Bagasse Cogeneration project is hosted by Azucar Guarani S.A. and focuses on installing new facilities to increase the electricity output from its generation plant. Under Phase I, a 21.8 MW backpressure turbo-generator will be installed and a 63 bar boiler. In Phase II a 25 MW pressure turbo-generator will be installed, as well as a 63 Bar boiler. The project will receive carbon finance, and project preparation and processing from the Prototype Carbon Fund (PCF).

The development objectives of the Federal District Multisector Managament Project for Brazil are the following: (i) improve public sector management and accountability by establishing results-based management practices and improving fiduciary oversight; and (ii) increase access, quality, and efficiency of the education, health, and public transport services by modernizing the education system; modernizing, decentralizing and integrating various levels of health care; and strengthening the institutional and operational capacity of the public transport sector. There are two components to the project. The first component of the project is strengthening results-based management in the public sector. This component will contribute to the implementation of the program by supporting critical public sector management reforms targeting the education, health, and transport sectors. The second component of the project is building capacity in the public sector. This component will finance technical assistance and training to support the fulfillment of the project development objectives.

This Third Minas Gerais Development Partnership Development Policy Loan (DPL) Project for Brazil is designed to assist the Government of Minas Gerais (GoMG) in its efforts to promote fiscally, environmentally and socially inclusive sustainable development in the State of Minas Gerais. Although requested as a stand-alone DPL, the operation forms part of a long-term engagement with the State, which started in 2003. It is the fourth1 operation following the two-tranche Minas Gerais Partnership for Development DPL in the amount of US$170 million; the Second Minas Gerais Development Partnership Project, a US$976 million Specific Investment Loan with a multi-Sector Wide Approach (SWAp); and its Additional Financing of US$461 million. The operation is organized around four pillars: (i) budget and public sector management; (ii) social inclusion; (iii) environmental sustainability; and (iv) metropolitan governance. Each of these pillars includes substantial innovations in management and policy which build on the previous eight years of reforms, and the partnership with the World Bank.

The development objective of the Third Rio State Fiscal Efficiency for Quality of Public Service Delivery Development Policy Loan (DPL) Program is to assist the Government of Rio de Janeiro in strengthening its tax administration, improving the efficiency of public financial management, increasing the quality of public service provision in education and health and ensuring that policies adopted are both consistent with priorities of the State Government and with resources likely to be available in the medium term. This program document presents a DPL in the amount of US$300 million for the state of Rio de Janeiro, Brazil. This DPL is designed to assist the Government of Rio de Janeiro (GORJ) in continuing its efforts to improve fiscal management, social service delivery in health and education, and public financial management. Although requested as a stand-alone DPL, the operation forms part of a long term quasi programmatic engagement with the State. It is the third DPL operation with the state of Rio de Janeiro. The policies supported by this third DPL are part of the GORJ's medium-term reform program and would deepen and extend the areas covered by the first DPL. Specifically, the operation will support measures to: (i) improve the efficiency of tax administration; (ii) improve budgetary management, including screening and evaluation of new public investment projects, better estimating costs of new policy initiatives, and strengthening internal controls; and (iii) increase quality and efficiency of the education system, by introducing merit-based selection processes for school managers, annual school-level performance targets, and performance-linked pay, and in the health system by increasing the efficiency of health spending, both in regional hospitals and smaller municipalities.

The development objective of the Additional Financing for the Rio de Janeiro Sustainable Rural Development Project for Brazil is to increase the adoption of integrated and sustainable farming systems approaches in specific areas of the borrower's territory, thus contributing to the higher-order objective of increasing small-scale farming productivity and competitiveness in those areas. The additional financing will be used for: enabling the completion of original project activities (19 percent of the additional loan amount) by restoring the portion of the original loan amount that has been used for the emergency rehabilitation activities associated with the natural disaster of January 2011 in the Serrana region; and scaling up the project's impact and development effectiveness (81 percent of proposed additional loan amount). The additional financing will not result in any change in the project's development objective. The additional financing will be accompanied by an extension of the closing date of the project from November 30, 2016 to November 30, 2018. This two-year extension would be necessary to complete the activities to be initiated between 2012 and 2016, as the project gradually expands to new areas.

The objective of the SWAp for Parana Multi-Sector Development Project for Brazil is to make access to economic and human development opportunities more equitable and environmentally sustainable in the Borrower s territory through the modernization of the borrower s public sector and revenue management. There are two components to the project. The first will co-finance selected government programs (Eligible Expenditure Programs - EEPs) that support the Government of Parana's (GOP's) integrated approach to promoting social and economic development. The objective of the Expanding Opportunities, Enhancing Equity in the State of Pernambuco Development Policy Loan Project for Brazil is to strengthen public policies that expand economic opportunities and enhance equity of access to quality services for the people of Pernambuco. The objective of the Piaui Green Growth and Inclusion Development Policy Loan Project for Brazil is to support the Government of Piaui (GoP) in the implementation of its efforts to achieve higher rates of inclusive green growth. It supports the government's strategy to develop policy reforms and programs that: (i) promote statewide rural green inclusive growth by: (a) improving land tenure security, (b) promoting sustainable agricultural practices, and (c) ensuring environmental sustainability; (ii) promote inclusive growth through improved statewide public education and a strengthened role for youth in the labor market; and, (iii) promote fiscal sustainability through a strengthened institutional framework for efficient public service delivery through the creation and implementation of a results-based management system within the public sector.
