The objective of the Municipal Development Project is to improve access to basic municipal infrastructure and to enhance municipal management in selected town and city councils of Belize. There are three components to the project, the first component being municipal infrastructure investments. The component will have two rounds of subprojects. In order to provide incentives for Town and City Councils (TCCs) to improve their management capacity, TCCs will be required to meet specific eligibility criteria before subproject preparation begins. Although TCCs will prioritize the investments and will participate in procurement and supervision, Belize Social Investment Fund (BSIF) will have overall responsibility for procuring and handling financial management arrangements of the agreed investments. The second component is the technical assistance and capacity building for TCCs, Ministry of Labor, Local Government and Rural Development (MLLGRD), and Ministry of Natural Resources and Environment (MNRE). Finally, the third component is the project management. Strengthening of the operational capacity of BSIF for implementation and management of the project, to ensure compliance with fiduciary controls, supervision, monitoring and reporting, and compliance with social and environmental safeguards, through the provision of technical advisory services, training, operating costs, and acquisition of goods including vehicles. To implement the project, BSIF will put into place a small project implementation unit with technical, procurement and financial management experience. The component will ensure that effective fiduciary arrangements are in place during implementation.

The Roads and Municipal Drainage Project for Belize aims to a) improve year-round traffic flows on the national road network; b) improve natural drainage and reduce floods and/or the impact of floods in the selected municipalities; c) asses the potential of private sector participation in road maintenance activities; and d) improve the management of the transport sector, including transport policy coordination among the different government ministries and agencies. There are four main project components. The first improves a road section connecting the Northern Highway to the Western Highway. The second component implements road maintenance by contract as part of a pilot project at one or more of seven districts and strengthens the maintenance department of the ministry of works and transport. It also finances technical assistance, vehicles and computer equipment, physical works, and supervision for a pilot project. The third component supports the improvement of the drainage system for selected municipalities. The fourth component finances technical assistance comprising studies, engineering services, and training staff at the Ministry of works and Transport.

The Social Investment Fund Project's overall objective is to improve the access of the poor in relatively disadvantaged communities to basic social and economic infrastructure and services, largely by supporting small-scale projects, which are identified and implemented with a high degree of community participation. The project will consist of three components. The community projects' component will include projects of the following types: water and sanitation, health, economic infrastructure, education, social services, and organizational strengthening. The microenterprise credit component will provide credits to community based microenterprises. The institutional support component will help develop a viable, autonomous management, finance the administrative and operational costs of the organization while establishing operational capacity through technical assistance, studies and training.

The principle objective of the Agricultural Credit and Export Promotion Project is to expand and promote diversification of Belize's exports and improve its balance of payments. The project has two components: (a) strengthening of the agricultural financial system; and (b) development of agricultural exports, principally bananas, cocoa, citrus and cultured shrimp, through provision of a line of credit. In addition, the project will seek improvements to the policy environment for private investment in agriculture.

The project seeks to: (a) improve health and safety of Belize City dwellers; (b) preserve the rich ecology of the city and its environs, one of the most important assets of the country; (c) promote economic development of the city, in particular provide a boost to tourism, the fastest growing industry in the country; and (d) strengthen city capacity for infrastructure maintenance and delivery of urban services. The project provides for: (a) rehabilitation of street network and traffic management; (b) improvement of the drainage system including canals and creeks; (c) coastal protection and berth facilities; and (d) strengthening the city's capacity to maintain its infrastructure and improve the delivery of urban services.

The project supports the Government's development plans for primary education for the period 1992-97. It aims to improve the quality of instructional inputs in primary schools and increase student educational achievement levels by pursuing the following objectives: (a) introducing a new system for the training of primary school teachers in order to improve the quality and relevance of teacher training and increase the number of teachers with professional certification; (b) improving the quality, availability, and efficient use of educational facilities and resources for both teaching and learning; and (c) strengthening the planning and management of education to enable the Government to develop policies and implement programs to improve the cost-effectiveness of its expenditures on education.

THe project is designed to reduce highway costs, particularly user costs, and to defer large capital outlays by performing adequate maintenance. Specifically, the project provides for a program of routine maintenance, under monitored force account and over a three year period over most of the road network. Also financed will be the rehabilitation and periodic maintenance of specific sections of the Northern, Western and Southern highways, and the completion of drainage structures on the unpaved Southern highway. Also funded will be scholarships for training abroad in transport planning and professional services for engineering designs and supervision of civil works.
