There are five components to the project. First component of the project is rehabilitation of Boali two hydropower stations. This component will provide for the rehabilitation and the procurement of transformers and protection devices, and the replacement of regulation devices of hydropower turbines. This component will address the lack of protection devices in the substations that put the integrity of the entire network system in jeopardy. Second component of the project is Compact Fluorescent Lamp (CFL) Program. This component will distribute CFLs in order to reduce energy usage for lighting purposes. Third component of the project is pre-payment meters. This component would be a pilot program to introduce pre-payment meters among the main consumer categories, particularly those from whom collection rates are low. The target is to introduce some 5,500 pre-payment meters at customer premises out of about 18,000 customers. Priority would be given to the 5,000 customers who currently have no meters. This would enable Energie Centrafricaine (ENERCA) to improve its cash flow, in order to start maintaining its infrastructure. Fourth component of the project is loss reduction program. This component will focus on replacing these old low-voltage distribution lines in six Bangui neighborhoods with PVC insulated aluminum cables, where technical losses are lower and theft of electricity is much more difficult, and on equipping existing and new transformers to improve the quality of service. Fifth and the final component of the project is Agence d 'Exicution des Travaux d 'Interet Public (AGETIP-CAF). It builds on the preceding DPOs and continues to support the implementation of CAR's poverty reduction strategy, as set out in the Poverty Reduction Strategy Paper adopted by the Government in September 2007. The operation supports the Government's efforts to mitigate the economic and poverty impact of the global economic slowdown. The EMGRG III is designed as a two-tranche operation to give the authorities the time needed to implement the proposed tranche release conditions in the context of an evolving electoral process. The reform program has been developed jointly with the Government and in close collaboration with other donors active in CAR. Also the government and other budget support donors as a group have agreed on the EMGRG III tranche release conditions. The European Union and African Development Bank intend to provide parallel external financing to help mitigate the impact of the global financial crisis and support the implementation of the government's poverty reduction strategy. This project paper seeks the approval of the Executive Directors to provide a Credit in an amount of SDR 8.3 million (US$13.09 million equivalent) and a grant in an amount of SDR 6.8 million (US$10.71 million equivalent) to the Central African Republic (CAR) for an emergency APRP. In October 2010, the Government of CAR (GoCAR) requested assistance from the World Bank to help with its ongoing efforts to fight against food insecurity. Knowing that supplemental International Development Association (IDA) funds amounting to US$20 million were being made available to CAR, the World Bank gave its consent to the preparation of an emergency agricultural development project to consolidate and extend the gains achieved under the emergency Food Crisis Response Project (FCRP) that was approved in July 2008. The credit and grant will help to finance the costs associated with the implementation of the government's strategy to tackle chronic food insecurity, with a particular focus on the south-western part of the country, which has significant agricultural potential but where malnutrition is widespread and where unemployment rates are high following the closing of many mining activities. The additional financing will also finance cost overruns, mainly related to the increase in the price of cement. It builds on the preceding DPOs and continues to support the implementation of CAR's poverty reduction strategy, as set out in the Poverty Reduction Strategy Paper adopted by the Government in September 2007. The operation supports the Government's efforts to mitigate the economic and poverty impact of the global economic slowdown. The EMGRG III is designed as a two-tranche operation to give the authorities the time needed to implement the proposed tranche release conditions in the context of an evolving electoral process. The reform program has been developed jointly with the Government and in close collaboration with other donors active in CAR. Also the government and other budget support donors as a group have agreed on the EMGRG III tranche release conditions. The European Union and African Development Bank intend to provide parallel external financing to help mitigate the impact of the global financial crisis and support the implementation of the government's poverty reduction strategy.
