The objectives of the Higher Education Improvement Project for Costa Rica are to improve access and quality, to increase investments in innovation and scientific and technological development, as well as to upgrade institutional management, all in Costa Rica's public higher education system. There are two components to the project, the first component being institutional improvement agreements. The objectives of this component will be: (i) to help public universities increase access by investing in infrastructure for teaching, learning and research; (ii) to increase the quality of higher education by, among others, upgrading faculty qualifications and fostering evaluation and accreditation; (iii) to increase relevance in higher education by focusing resources on priority subjects that are key to the country's development; and (iv) to strengthen public universities' management capacity and accountability. Finally, the second component is strengthening institutional capacity for quality enhancement. This component includes three sub-components: (a) strengthening the national system for the accreditation of higher education; (b) developing the labor market observatory and the public higher education information system; and (c) supporting the project's coordination, supervision, and evaluation.

The objectives of the Public Finance and Competitiveness Development Policy Loan with Deferred Draw-Dawn Option (DPL-DDO) Program for Costa Rica are to: (i) strengthen public finances and their transparency by enhancing the efficiency of revenue generation and results-based management of expenditures; and (ii) improve competitiveness by enhancing secondary education attainment, facilitating market entry in the telecommunications and insurance sectors, and strengthening the legal framework pertaining to intellectual property rights. This Public Finance and Competitiveness DPL-DDO, together with a parallel loan from the Inter-American Development Bank (IDB) approved on December 17, 2008, and a precautionary stand-by arrangement, are integral to Costa Rica's strategy to manage financing risks associated with the crisis on different fronts. Similarly, the precautionary stand-by arrangement provides a contingent line of liquidity to support the Central Bank's international reserves if needed. Finally, the DPL-DDO will provide a contingent line of credit to the Ministry of Finance in case a worsening in the economic environment makes the financing of the deficit more difficult than anticipated.

The Carbon Sequestration In Small Farms in the Brunca Region Project aims to generate 588,565 tons of CO2e emission reductions by 2017 through the reforestation of 4,140 hectares of privately-owned lands in southeastern Costa Rica. This will be accomplished by reforesting in a period of three years: 1,200 ha of pasture lands using natural regeneration; 2,490 ha of pasture lands using forest plantations; and by planting 180,000 trees using agroforestry systems in 450 ha of crop and pasture lands. The project will also generate additional ecological, wildlife, and landscape diversity benefits in the project area. There are two project components. Component 1, contracting landholders to provide environmental services, issues environmental service contracts with participating landholders, mainly for the provision of anthropogenic GHG removals, through human-induced promotion of natural seed sources (natural regeneration), forest plantations, and tree planting in agroforestry systems; and Component 2, supports monitoring and evaluation of (1) anthropogenic greenhouse gas removal, and (2) social and economic impacts. The project will support the implementation of a new monitoring system for afforestation/reforestation projects that include the participation of small and medium farmers in tropical regions. The project will also monitor and report any socioeconomic changes during project implementation.

The Health Sector Strengthening and Modernization Project for Costa Rica aims to improve health system performance and financial sustainability by supporting the ongoing policy changes in the health sector in Costa Rica (See also report no. 11986). Most of these changes are part of second-phase reforms in the Costa Rican Social Security Institute (Caja Costarricanse de Seguro Social, or CCSS). There are two project components. The first provides financing to develop the strategies and instruments required to achieve the objectives set forth in the Policy Activity Schedule (PAS) (Annex 2A). The component will be executed through two mechanisms that 1) finance local and foreign consultant services, information systems, the development of supply chain solutions--including e-procurement, equipment for the Basic Health Care Teams (EBAIS), training in health policy, clinical practice and management, and study tours to incorporate international "best practice" into the Costa Rican health sector; and 2) allocations to decentralized sub-projects with the hospitals and health areas. The second component supports the development of a monitoring and evaluation system, and includes resources to establish and sustain information, education, and communication campaigns related to the modernization process. Support will also be given for the day-to-day operations of the Project Coordinating Unit assisting in project implementation.

This program document concerns the Catastrophe Deferred Draw Down Option (CAT DDO) Project as budget financing for the Government of Costa Rica (GoCR) for three years.' The CAT DDO was developed by the Bank to respond to middle income countries' request for loans that better address their immediate funding needs in the aftermath of natural disasters. The overall development objective of the project is to enhance the government's capacity to implement its disaster risk management program for natural disasters. The CAT DDO will provide a source of immediate liquidity in case of a natural disaster. The CAT DDO will complement other instruments in the country and provide a source of bridge financing while other sources are being mobilized following a natural disaster. This operation will support two key policy areas of the Costa Rica Disaster Risk Management Program: (a) strengthening of the institutional and legal framework, and (b) mainstreaming disaster risk in the national development and investment programs. Several risks were identified during project preparation, and those that deserve attention are as follows: (a) Deterioration of Costa Rica's macroeconomic situation due to internal and external factors (rated moderate). Costa Rica currently benefits from a robust macroeconomic framework. (b) Coordination is a systemic risk in any emergency management project (rated low). In Costa Rica, the National Emergency Commission (CNE) has strong capacity for leading an emergency response and institutional efforts. (c) Political risk (rated low). The country is politically stable and has low turnover of senior officials. (d) The procedures implemented prove unable to disburse funds rapidly (rated as low). Given the inherent purpose and structure of the instrument, the Bank team will work closely with the GoCR and relevant Bank departments to ensure prompt disbursement.

The objectives of the Equity and Efficiency of Education Project are to: (a) reduce education quality gaps in Costa Rica's primary and secondary education system in rural areas; and (b) improve the equity and efficiency in the allocation, administration and use of the Borrower's education sector resources. The major changes to the project and rationale are: revisions to project components to align project activities to current Government strategic priorities, including the elimination of some activities which overlapped with other activities and to more logically regroup similar activities; changes to the results framework in order to reflect the changes to the components, and introduce indicators that better reflect project objectives and outputs, modifications in the components, and are measurable through Ministry of Public Education (MEP) databases and include baselines; and an 18 month extension of the closing date in order to help ensure sufficient time for revised targets to be met.
