The Budget Systems Modernization Project for Algeria aims to modernize and expnd the capacity of the Ministry of Finance to discharge its core expenditure management and economic policy advice functions. The key goals are: budgetary institutions and organizations which favor growth in the context of a democratic market economy by delivering: 1) a transparent and comprehensive statement of public resources allocation, firmly anchored to the economic situation of the country: 2) a framework for strategic expenditures choices using the best information possible, arrayed according to international practices; and 3) an instrument which promotes efficiency and effectiveness in budget execution as well as timely and reliable feedback to insure solid controls and overall fiscal discipline. There are two project components, with the second having three sub-components. The first component implements new expenditures management systems, including budget structuring, controls, new accounting standards, output monitoring and controls, and dissemination of new procedures. The second component develops and implements information systems for new budget structures by providing technical assistance for capacity building, developing and implementing computerized management systems, and strengthening the technological infrastructure.

The Transport Technical Assistance Project aims at facilitating private participation in infrastructure, at demonstrating the viability of mainstreaming transport concessions, and at strengthening the Government's capacity to manage, and regulate the transport sector. The project components will provide: 1) technical assistance (TA) for the ports reform, by implementing an institutional framework for better public planning, land management, and regulation, while opening the delivery of services to private sector participation, under competitive conditions. Support will be provided regarding concession practices on international trans-shipment activities within the port of Djendjen; 2) TA for the airports reform, intended to adapt the national airport policy framework, create conditions of financial sustainability, and allow new airport concessions. Regulatory capacity will be developed to ensure the appropriate integration of the Algiers airport within the new framework; 3) TA for air transport, to update the national strategy to liberalize international air transport, and assist the Direction de l'Aviation Civile (DAC) in upcoming international negotiations for air transport treaties. A regulatory framework consistent with the strategy will be developed, and strengthened through training provision; 4) TA for railways rehabilitation, to restructure the National Railway Transports Society, providing capacity building, particularly in the areas of finance, and marketing, and, a core investment program supporting the rehabilitation strategy, will be prepared; 5) TA for urban transport, will establish an autonomous management, and regulatory authority in the Greater Algiers, to develop adequate funding for public transportation, e.g., future subway system, and potential concession practices; and, 6) project financial management to ensure compliance with Bank requirements for administration, reporting, and disbursements.

The Project seeks to generate and stimulate rural employment in poor rural mountainous areas of northwest and north-central Algeria. In the first instance, the Project aims to respond in the short-term to the critical problem of unemployment in the target rural areas through direct employment creation, using labor-intensive civil works for natural resource management emphasizing soil erosion control. The longer-term perspective emphasizes the instrument of asset creation for stimulating employment, mainly through natural resource management, protection of the environment, water resource mobilization, and income-generating rural development activities aiming at the substitution of perennial tree crops in place of annual cereal production, with the purpose of increasing labor productivity in a sustainable manner. There are five project components. The specific activities of Component 1, soil erosion control, comprise the following: reforestation targeting degraded mountainous areas, river bank protection entailing the biological stabilization of river banks; terracing and biological control entailing the building or the rehabilitation of terraces on steep slopes susceptible to serious erosion, plant material production, flood control structures, forest rehabilitation, and silvicultural activities, which aim at cleaning up degraded forest areas with plants that are old, dead or suffering from pests. Component 2 aims to diversify the production base by expanding the limited tree fruit production in the project area. Specific activities call for fruit tree plantations, windbreaks, vineyards, land clearing, upgrading and rehabilitating rural roads, commercial production of small livestock, and artisanal activities targeting rural women. Component 3 focuses on resource mobilization. Component 4 covers support for the Central project management unit (CCGW) and the Wilaya level PMU (CCGW), including training. Lastly, Component 5 finances institutional development for the Ministry of Agriculture and Rural Development (MADR).

The main development objective of the Financial System Infrastructure Modernization Project, is to put in place an enabling infrastructure for basic financial services, primarily by modernizing the inter-bank payments system for large-value transactions, and, by developing norms, and standards for low-value payments systems. Key components address: 1) the development of a modernized inter-bank payments system, allowing to process electronic fund transfers, and facilitate secure, rapid transfers. A Real Time Gross Settlements System (RTGS) will be established, to be managed, and operated by the Bank of Algeria (BA). For this purpose, procedures will be incorporated to control credit risk, fraud, and maintain integral, confidential transactions. Subcomponents include: computerization, technical assistance and training, and, studies to identify interface standards for clearing banking activity payments; 2) the information systems of the BA, which will include the technical infrastructure for the RTGS system, computer hardware, and software, supported by technical assistance (TA), and training for both the RTGS system, and information systems in general; 3) telecommunications infrastructure support, involving a high capacity telecommunications optical ring network in Algiers, with links around the country; telecommunications hardware, and software installation; TA, and training for telecommunications engineering, and security audits; and, 4) project management support, which includes, inter alia, TA, and training to strengthen the project management unit capacity.

The Mortgage Finance Technical Assistance Project will help strengthen the environment for a functioning mortgage loan market, which includes legal and administrative measures to improve property rights, mortgage efficiency, and property titling and registration systems, by providing technical assistance (TA) to financial institutions, and training to operational staff in mortgage lending. The project components will: 1) address legal reforms governing ownership, and mortgage rights, in particular, property rights, and in the different provisions governing mortgage law, and, specific reforms will further secure better refinancing by the mortgage refinancing company, and competing institutions. Issuance of regular property titles will be accelerated, through changes in the legal framework, and introduction of new cadastre organization methods. Training will be provided to legal professionals, and land administration staff, including supply of computers, and information systems; 2) provide strategic assistance to integrate critical support services in long-term funding, mortgage insurance, distribution of direct-demand subsidies, and developers insurance. Training through seminars and workshops, will focus on business models, marketability, credit risk valuation, and loan management, with support from specific advisory assistance; 3) provide operational training, and adequate expertise to banks in the development of the mortgage loan market. Technical modules should cover sales and risk assessment; funding, and loans servicing; and, 4) project management to ensure the project's financial management system complies with the Bank's requirements for administration, reporting, and transaction recording, while incremental, and operating costs will be covered by the Government.

The Low-income Housing Project seeks to: a) improve the affordability and financing mechanisms for low-income housing; b) increase direct cost recovery from beneficiaries; c) increase the efficiency of technical design of low-income housing; d) assist the institutions at the central and local level in delivering their responsibilities within the project; e) improve environmental and social policy; and f) strengthen the institutional capacity for tenure regularization. There are two project components. First, the site development for low-income families component will finance the civil works necessary to carry out subprojects to rehabilitate existing sites and develop new sites through the provision of water, sewerage, roads, power, and constructing core housing units. The second component will strengthen i) the MoH (Ministry of Housing) capacity at the local level mainly through training programs dealing with environment, subproject preparation and management studies; and b) the National Housing Agency (CNL) with a comprehensive human resource program.

The Rural Employment Project seeks to generate and stimulate sustainable rural employment in poor areas of northwest Algeria. The instruments to be used emphasize asset creation, mainly through natural resource management and environmental protection, with the purpose of increasing labor productivity in a sustainable manner. The project is part of a wider effort to support growth in agriculture, a key sector for the economy, and it complements agricultural reform, in that it seeks to enhance popular support for reform and to alleviate the adverse social effects of adjustment. It will provide a model and laboratory for developing experience in community involvement in rural development in Algeria. The project components are: erosion control, including reforestation and flood control structures; agricultural development comprising land improvement through destoning, windbreaks, and fruit trees and grapevines on sloped land to replace cereal monoculture, and maintaining and opening rural roads (to reduce isolation and to integrate populations into a larger economic area); water resource mobilization through hill ponds, wells and springs; promotion of rural women, especially economically disenfranchised women, using training workshops, family gardens, etc.; increasing the capacity of the decentralized rural organizations acting in place of the implementing agency, and focusing on community participation, technical training and training in project management; and monitoring and evaluation for independent consultants to monitor project performance.

The Fourth Highway Project will assist Algeria in attaining its objectives in the highway subsector by improving overall road maintenance and training of maintenance personnel, reconstructing a section which is presently a serious bottleneck in the national network that could hamper regional development, improving the efficiency and productivity of the construction industry and helping develop a program to increase access in rural areas. The loan will finance: (i) the full foreign exchange cost of additional equipment for routine and light periodic maintenance within a second tranche of a five year maintenance program and training of maintenance personnel; (ii) 87 percent of the foreign cost of a second tranche of a long-term pavement strengthening program and the reconstruction of a 7 km section of the National Road 9 (NR 9) between Bordj Mira and Kherrata; and (iii) 70 percent of the total of consultants services for construction supervision, training of public construction industry personnel and preparation of a project to improve the country's rural road network. Benefits include increased productivity of maintenance operations, reduction in transport costs and savings in road expenditures. Direct beneficiaries are road users and road maintenance authorities.

The proposed project consists of: (i) construction of 5 coaxial cable links between transit exchanges in ten wilayas (provinces) and their linking to the main east-west and north-south trunk routes; (ii) the automation of regional cable and transmission systems in 22 wilayas, including the automation of small capacity exchanges and the connection of some 42,000 new distant subscribers; (iii) construction and rehabilitation of local cable networks in about 450 large medium towns in order to connect approximately 310,000 new telephone subscribers; (iv) setting up of about 600 public telephone call offices in isolated rural areas and communities now without access to telecommunications services; (v) provision of equipment and materials for large regional centers and stores, tools and machinery for network construction, power supply and testing equipment; and (vi) technical assistance and training in management and organization of telecommunications development and operations, development planning and engineering, financial management, accounting and cost accounting. The project would be carried out from 1983 to 1988.
