There are two project components, with the second having three sub-components. In the first instance, the Project aims to respond in the short-term to the critical problem of unemployment in the target rural areas through direct employment creation, using labor-intensive civil works for natural resource management emphasizing soil erosion control. The longer-term perspective emphasizes the instrument of asset creation for stimulating employment, mainly through natural resource management, protection of the environment, water resource mobilization, and income-generating rural development activities aiming at the substitution of perennial tree crops in place of annual cereal production, with the purpose of increasing labor productivity in a sustainable manner. There are five project components. The specific activities of Component 1, soil erosion control, comprise the following: reforestation targeting degraded mountainous areas, river bank protection entailing the biological stabilization of river banks; terracing and biological control entailing the building or the rehabilitation of terraces on steep slopes susceptible to serious erosion, plant material production, flood control structures, forest rehabilitation, and silvicultural activities, which aim at cleaning up degraded forest areas with plants that are old, dead or suffering from pests. Component 2 aims to diversify the production base by expanding the limited tree fruit production in the project area. Specific activities call for fruit tree plantations, windbreaks, vineyards, land clearing, upgrading and rehabilitating rural roads, commercial production of small livestock, and artisanal activities targeting rural women. Component 3 focuses on resource mobilization. Component 4 covers support for the Central project management unit (CCGW) and the Wilaya level PMU (CCGW), including training. For this purpose, procedures will be incorporated to control credit risk, fraud, and maintain integral, confidential transactions. The project components will: 1) address legal reforms governing ownership, and mortgage rights, in particular, property rights, and in the different provisions governing mortgage law, and, specific reforms will further secure better refinancing by the mortgage refinancing company, and competing institutions. Issuance of regular property titles will be accelerated, through changes in the legal framework, and introduction of new cadastre organization methods. Training will be provided to legal professionals, and land administration staff, including supply of computers, and information systems; 2) provide strategic assistance to integrate critical support services in long-term funding, mortgage insurance, distribution of direct-demand subsidies, and developers insurance. Training through seminars and workshops, will focus on business models, marketability, credit risk valuation, and loan management, with support from specific advisory assistance; 3) provide operational training, and adequate expertise to banks in the development of the mortgage loan market. The project is part of a wider effort to support growth in agriculture, a key sector for the economy, and it complements agricultural reform, in that it seeks to enhance popular support for reform and to alleviate the adverse social effects of adjustment. It will provide a model and laboratory for developing experience in community involvement in rural development in Algeria. The loan will finance: (i) the full foreign exchange cost of additional equipment for routine and light periodic maintenance within a second tranche of a five year maintenance program and training of maintenance personnel; (ii) 87 percent of the foreign cost of a second tranche of a long-term pavement strengthening program and the reconstruction of a 7 km section of the National Road 9 (NR 9) between Bordj Mira and Kherrata; and (iii) 70 percent of the total of consultants services for construction supervision, training of public construction industry personnel and preparation of a project to improve the country's rural road network. Benefits include increased productivity of maintenance operations, reduction in transport costs and savings in road expenditures.
