The major change to the Project and rationale is a revision of the results framework, especially of most targets and target dates, largely due to an increase in unit costs due to increased demand for construction and construction materials and the addition of more stringent building standards following the January 2010 earthquake. The project was approved on March 5, 2009 and became effective on June 25, 2009. It was designed to respond quickly and effectively to the damage caused to education sector infrastructure by the hurricanes that struck Haiti in August and September of 2008. The Project consists of two components. Prior to the January 2010 earthquake, the project experienced delays with regard to component  which aimed to 'build back better' selected destroyed and heavily damaged public primary schools, including upgrading and adapting select schools as temporary emergency shelters on a pilot basis. With the introduction of more stringent construction norms, the high demand for construction firms and the high cost of construction materials, unit cost for school construction is expected to increase to a range of US$300,000-US$350,000 from a range of US$200,000-US$250,000 estimated during project appraisal. These new costs have been found to compare favorably with those of other current school construction programs in Haiti and thus still provide cost-effective solutions. There is no change in financing that will be allocated to either of the two project components. The increase in unit costs has been offset by a corresponding reduction in the number of schools and emergency shelters to be built. The objectives of the project are to: (1) increase the sustained and effective use of safe drinking water in participating communities; (2) improve use of sanitation and hygiene practices in participating communities; and (3) strengthen the capacity of Service National de 1'Eau Potable (SNEP), local water committees, and professional operators in cooperation with local government. There are two components to the project. Component 1 is the capacity building for rural water supply and sanitation (RWSS), monitoring and evaluation and project management. This component includes four main activities: firstly, it will strengthen SNEP's regional office in Les Cayes through the recruitment of two consultants who are expected to become staff after project closure, as well as through the provision of cars, office space and coverage of operating expenses; secondly, it will finance services for capacity building in project management, documentation, reporting, information technology, and environmental management. This activity is foreseen primarily during the first two years of project implementation, with the aim of making the assistance unnecessary during the remainder of the project. This activity will also include the financial audits of the project; thirdly, the Bank would finance services for surveys to monitor the achievement of performance indicators one year after the construction of water and sanitation systems; and fourthly, it will assist SNEP in finalizing and disseminating the national rural water supply and sanitation strategy. Component 2 relates to water supply, basic sanitation and hygiene promotion. The project will be financed through a grant from the Haiti Reconstruction Fund (HRF), thanks to a contribution to the HRF aimed at housing reconstruction from the United States. Reconstruction grants of a fixed amount of US$ 3,500 equivalent will be made available to owners of houses that either were destroyed by the earthquake or damaged beyond possible and/or economically justifiable repair and need to be demolished. All reconstruction will be reviewed by the Community Reconstruction Centers (CRCs) as a precondition for the consideration of a grant application.
