The report reappraises the 1953 and 1954 programs for the development or agriculture in Iceland. The 10-years program aims at an expansion of cultivated grassland, which allows mechanized haymaking and provides more winter fodder for a growing population of cattle and sheep. Whereas too rapid an expansion of dairy cattle would cause serious marketing difficulties, it now is possible to increase the sheep population rapidly. The investment program has been adjusted accordingly. The estimated 1953 investment program, as submitted by the Economic Board in September 1952, has thus been reduced from Kr. l20 million to Kr. 99 million. It is significant that the latter figure includes Kr. 22 million in extra effort of farmers, Kr. 16 million in increasing value of livestock, and Kr. 7 million in import duties and sales tax. The direct foreign exchange cost is about the equivalent of Kr. 31.5 million ($ 1,900,000). The real investment is calculated at Kr. 70 million rather than Kr. 99 million, and only Kr. 64 million has to be financed directly.

The Hydroelectric (Sog and Laxa), Agriculture and Fertilizer Plant Project for Iceland includes three projects: The Electronic Power Project which will help finance hydroelectric plants in order to meet the increased electrical demands of the country. The Agricultural Project will assist in the extension of cultivated land and reconstruction of houses and other buildings on farms. The agriculture project provides a large part of the foreign exchange, and the investment will benefit the social status, as well as the economic benefits of the country, and the Fertilizer Plant Project will lead to a significant reduction in the cost of fertilizer to the farmers, thereby stimulating further land reclamation and agricultural improvement. This program loan will give rise to important foreign exchange benefits and increase production which will reduce imports and increase exports. These projects will form the basis for further diversification and rationalization of the economy of Iceland.

The project will consist of a first stage, related to the first stage of the aluminum smelter, consisting of (a) a 105 MW hydroelectric station on the Thjorsa River, at Burfell, (b) a 220 Kv transmission system connecting the station to Reykjavik, the capital and largest city, and to the smelter and (c) substations with a capacity of 210 MVA. The project is expected to be completed in 1969. An eventual second stage, related to an expansion of the aluminum smelter which is planned for 1972, would increase the capacity of the plant to 210 MW at an estimated additional cost of about $7.5 million.

This project consists of the construction of a synthetic nitrogen fertilizer plant near Reykjavik. The plant is to meet future fertilizer needs for planned increases in grassland acreage, rate of use per acre, and for land reclamation. The plant will produce nitrogenous fertilizer at a lower cost than the current price of imported fertilizer and will use surplus electricity.

The project would rehabilitate Iceland's southwest coast fisheries, which have been seriously hampered by the volcanic eruption in Vestmannaeyjar, through improvement and expansion of three small and overcrowded harbors on the mainland, where part of the evacuated Vestmannaeyjar fleet of 80 vessels has currently taken refuge. The project comprises: (1) detailed engineering (including a model hydraulic study) and construction of a new breakwater, basin and quays at Thorlakshofn; (2) construction of new quays, dredging of the basin, rockblasting and dredging of the channel and entrance at Grindavik, and; (3) construction of a new quay at Hornafjordur.

The proposed loan would help finance: (i) the construction and improvement to two-lane surfaced standards of approximately 14 km of the Vesturlandsvegur and 34 km of the Sudurlandsvegur. The Vesturlandsvegur is the main highway going north from Reykjavik linking the capital with the western, northern and eastern parts of Iceland. The Sudurlandsvegur is the main highway going south linking Reykjavik with the main agricultural area; (ii) supervision of construction by consultants; and (iii) the replacement of selected items of old and uneconomic highway maintenance equipment, and the purchase of snow-clearing equipment for use on surfaced roads (largely on the project roads).

The objective of the Reykjavik Hot Water Supply Project for Iceland is to extend the hot water supply system for the city of Reykjavik to allow hot water distribution to buildings not yet served, as well as new buildings that will be developed in the future. The project is designed to provide hot water for heating purposes to all residential and commercial areas of the city of Reykjavik. This project will allow the substitution of an imported commodity, fuel oil, for a natural resource commodity, hot water. This substitution will result in a savings for the economy of Iceland. This project will also allow the city of Reykjavik to charge adequate rates for hot water usage which will improve the financial management requirements for the Municipality.

The project would include: (a) construction of a hydroelectric project on the Tungnaa, about 100 miles from Reykjavik, including a 44-m high rockfill dam and a power house with two 50-MW generating units; (b) construction of a 35-km 220-KV transmission line; from Sigalda to Burfell with associated substations; and (c) consulting services for detailed engineering and supervision over construction.
