The project has three components. The first component is support for implementation of DS program of reforms. The areas focused are as follows: improving the delivery of core services as defined in DS, health system strengthening, Support to the State Guaranteed Benefits Package (SGBP), and strengthening fiduciary capacity in the health sector. The second component is strengthening the policy and administrative capacity of the Ministry of Social Development (MSD). The objective of the component will be to enable the governments efforts to enhance effectiveness and targeting performance of social assistance and social services aimed at supporting the poor and the vulnerable. This component has following two sub-components: improving the effectiveness of the social safety net, and support to strengthening the national policy towards vulnerable groups, including people with special needs. The closing date of the project will be extended for five months from October 31, 2012 until March 31, 2012. This will be the second project extension with a cumulated extension period of 23 months. Overall implementation progress has been encouraging despite a number of operational difficulties and delays related to project activity disruptions caused by the repeated domestic political and social unrests that took place over the course of implementation. USD 3.1 million or 62 percent of total International Development Association (IDA) grant funds have been disbursed to date. An additional 30 percent are committed under signed contracts currently under implementation. PDOs are currently moderately satisfactory with noteworthy results observed in the (i) development of a significant number of new technical regulations in replacement of outdated standards, (ii) reduction in the burden of regulatory compliance for businesses, (iii) upgrading of metrology infrastructure, (iv) improved reliability of domestic laboratory accreditation services, (v) harmonization of Kyrgyz standards on international standards, and (vi) creation of a World Trade Organization (WTO) enquiry point providing updated information on the Kyrgyz regulatory framework to prospective trade partners. The PDOs continue to be achievable within the extended closing date. The Kyrgyz Government is keen to advance its challenging reform and institutional building program in the technical regulation and Metrology, Standards, Testing and Quality (MSTQ) areas initiated under RTBET. The second component being improved management and accountability of school resources. This component has following two sub-components: (1) improving financial management for financing the design and operationalization of a monitoring system for school budgets and expenditures, training and technical assistance to key players at the local and central level; and (2) strengthening school leadership and management to finance training of school directors and accountants. The last component is communications and implementation support. But as the food crisis subsided and project implementation progressed, it has become evident that some restructuring of the project is required. In particular, there is no need to continue supporting community grain storages under the food security component (component four), as maintenance of storage infrastructure is the responsibility of private mills. It is, therefore, proposed to drop this activity, eliminate a corresponding monitoring indicator and re-allocate the remaining funds from this subcomponent for other priority project activities. In addition, since the project can not affect the price volatility with the available SDR 2.5 million, it is to revise the intermediate outcome and indicator associated with this activity. The project has three components. The first component is support for implementation of DS program of reforms. This component will support the implementation of the DS program through a Sector-Wide Approach (SWAp). The areas focused are as follows: improving the delivery of core services as defined in DS, health system strengthening, Support to the State Guaranteed Benefits Package (SGBP), and strengthening fiduciary capacity in the health sector. The second component is strengthening the policy and administrative capacity of the Ministry of Social Development (MSD). The objective of the component will be to enable the governments efforts to enhance effectiveness and targeting performance of social assistance and social services aimed at supporting the poor and the vulnerable. This component has following two sub-components: improving the effectiveness of the social safety net, and support to strengthening the national policy towards vulnerable groups, including people with special needs. The third component is contingency emergency response (no funds allocated).
