The development objectives of the Second Health and Social Protection Project for Kyrgyz Republic are to (i) improve health outcomes in four health priority areas in support of the Den Sooluk (DS) national health reform program 2012-2016; and (ii) enable the governments efforts to enhance effectiveness and targeting performance of social assistance and services. The project has three components. The first component is support for implementation of DS program of reforms. This component will support the implementation of the DS program through a Sector-Wide Approach (SWAp). The areas focused are as follows: improving the delivery of core services as defined in DS, health system strengthening, Support to the State Guaranteed Benefits Package (SGBP), and strengthening fiduciary capacity in the health sector. The second component is strengthening the policy and administrative capacity of the Ministry of Social Development (MSD). The objective of the component will be to enable the governments efforts to enhance effectiveness and targeting performance of social assistance and social services aimed at supporting the poor and the vulnerable. This component has following two sub-components: improving the effectiveness of the social safety net, and support to strengthening the national policy towards vulnerable groups, including people with special needs. The third component is contingency emergency response (no funds allocated). The objective of this component is to improve the governments response capacity in the event of an emergency.

The development objective of the Reducing Technical Barriers for Entrepreneurship and Trade (RTBET) Project for Kyrgyz Republic is to streamline the compulsory standards requirements for business, develop systems to enhance product quality and safety, and increase enterprise competitiveness in pilot sectors. The closing date of the project will be extended for five months from October 31, 2012 until March 31, 2012. This will be the second project extension with a cumulated extension period of 23 months. Overall implementation progress has been encouraging despite a number of operational difficulties and delays related to project activity disruptions caused by the repeated domestic political and social unrests that took place over the course of implementation. USD 3.1 million or 62 percent of total International Development Association (IDA) grant funds have been disbursed to date. An additional 30 percent are committed under signed contracts currently under implementation. PDOs are currently moderately satisfactory with noteworthy results observed in the (i) development of a significant number of new technical regulations in replacement of outdated standards, (ii) reduction in the burden of regulatory compliance for businesses, (iii) upgrading of metrology infrastructure, (iv) improved reliability of domestic laboratory accreditation services, (v) harmonization of Kyrgyz standards on international standards, and (vi) creation of a World Trade Organization (WTO) enquiry point providing updated information on the Kyrgyz regulatory framework to prospective trade partners. The PDOs continue to be achievable within the extended closing date. The Kyrgyz Government is keen to advance its challenging reform and institutional building program in the technical regulation and Metrology, Standards, Testing and Quality (MSTQ) areas initiated under RTBET. Completing the installation of this equipment will allow the project to meet its PDOs more fully by ensuring that the project indeed helped 'streamline the national technical regulation and standards framework for business, develop systems to enhance quality and safety of products and increase enterprise competitiveness in pilot sectors' as per the formal project development objectives.

The project development objective (PDO) of the Agribusiness and Marketing Project for Kyrgyz Republic is to expand the level of activity of processing, marketing, and trade enterprises downstream of the farm-gate, to increase the number and economic importance of producer organizations, and to improve the functioning of markets and trade linkages between producers, and primary and secondary level trade organizations. This restructuring paper seeks approval for: (i) correction of the numbering of disbursement categories to the Development Credit Agreement (DCA) dated September 9, 2009 and countersigned by the Ministry of Finance of the Kyrgyz Republic on July 1, 2010, and (ii) a reallocation of International Development Association (IDA) credit funds in the amount of SDR213,000 to the Incremental operating expenses Category to permit operation of the project's implementing units for the remainder of the project implementation period.

The objective of the Sector Support for Education Reform Project for Kyrgyz Republic is to create conditions for improved learning outcomes in basic education. There are three components of the project, the first being enhanced learning. This component has following four sub-components: (1) improving pedagogical practices to finance the design and implementation of an in-service training program for about ten thousand primary school teachers to improve teaching-learning practices in support of the newly revised curriculum. It will also finance a training program designed to enhance the capacities of approximately one thousand five hundred Deputy Directors, district level methodologists and inspectors to support primary level teachers to teach the new curriculum; (2) resources for learning to finance the design, printing and distribution of approximately three million textbooks, teacher guides and student workbooks for primary and lower secondary schools, and a package of essential teaching-learning materials for primary schools; (3) supporting ongoing revision of curriculum for grades five-nine focusing on the piloting and finalization of subject standards and program content; and (4) assessment of learning to finance a sample-based survey of student learning achievements at grade four, and assessments of teaching-learning practices at the primary level. The second component being improved management and accountability of school resources. This component has following two sub-components: (1) improving financial management for financing the design and operationalization of a monitoring system for school budgets and expenditures, training and technical assistance to key players at the local and central level; and (2) strengthening school leadership and management to finance training of school directors and accountants. The last component is communications and implementation support. This component has following two sub-components: (1) communications and outreach activities to finance activities to engage and inform stakeholders about the changes in the education sector; and (2) implementation support to finance project operating costs, including inter-alia translation, interpretation, equipment, supervision costs, salaries of the staff in the project coordinating unit, and incremental operating costs at the Ministry of Education and Science.

The project development objective (PDO) of the Agricultural Investments and Services Project (AISP) for Kyrgyz Republic is to be revised in both the original and additional financing (AF) projects. The restructuring will also include: (i) dropping a planned activity under AISP AF, and (ii) eliminating/revising the corresponding intermediate outcome indicators, and (iii) reallocating the associated funds. Due to the emergency nature of the additional financing for the new AISP food security component, the identification of activities and preparation of the accompanying documents had to be carried out and discussed under very tight time constraints. The main objective at that time was to respond as quickly as possible to the crisis of surging food prices. But as the food crisis subsided and project implementation progressed, it has become evident that some restructuring of the project is required. In particular, there is no need to continue supporting community grain storages under the food security component (component four), as maintenance of storage infrastructure is the responsibility of private mills. It is, therefore, proposed to drop this activity, eliminate a corresponding monitoring indicator and re-allocate the remaining funds from this subcomponent for other priority project activities. In addition, since the project can not affect the price volatility with the available SDR 2.5 million, it is to revise the intermediate outcome and indicator associated with this activity. Finally, it is to revise the PDO to align it with all project legal documents.

The objectives for Agricultural Investments and Services Project (AISP) in the Kyrgyz Republic is to improve the institutional and infrastructure environment for farmers and herders, with a strong emphasis on the livestock sector. The additional grant will help finance the costs associated with interventions required on an emergency basis to address the current food price crisis. The AISP was designed to provide long-term support for institutional reform and capacity building related to community-driven pasture management, agricultural production, investments and services. It was neither designed as an emergency intervention nor as a rapid response project. The financial resources were reduced during project preparation and the final design of the project has been constrained to use the available funds in a very efficient manner with very little flexibility, and especially, if the basic integrity of the original Project Development Objective (PDO) is to be maintained.

The objectives of the Emergency Recovery Project for Kyrgyz Republic are: (a) to strengthen the Government's financial resilience to meet the priority needs of its emergency program, and (b) to restore reliability and security of energy services, electricity and heating, especially in Osh and Jalalabad where energy infrastructure was damaged. The changes under the current restructuring include: (i) addition of a new results indicator to monitor the technical assistance; (ii) addition of technical assistance to the scope of component two; and (iii) reallocation of project funds in the amount of US$1.1 million from component one to component two. These changes will allow provision of critical technical assistance for energy sector reform and the Central Asia-South Asia Electricity Transmission Project (CASA-1000). The projects closing date has been retroactively extended by twelve months from December 31, 2012 to December 31, 2013.

The objective of the Second Fast Track Initiative Catalytic Grant Fund Project for the Kyrgyz Republic is to support the Government's introduction of the national school preparation program for a smooth transition to school for children between the ages of five (5) and six (6) years. The closing date for the project will be extended from August 31, 2012 until December 31, 2012. This will be the first extension of the Project. The Project is on track towards completion and implementation performance has been satisfactory. Key performance indicators have been met - 3,200 primary school teachers and 69 methodologists have been trained in pedagogical practice; schools in four oblasts were provided furniture; and a standard package of teaching materials was distributed to 2,135 schools enabling them to open at least one preschool class to the communities they serve. At the same time, due to successful procurement processes, the Project has accumulated a savings of USD 250,000 which will be used for the purchase of additional learning materials should this extension is approved.

The objective of the Additional Financing (AF) for the Bishkek and Osh Urban Infrastructure Project (BOUIP) is to improve the living conditions in selected semi-informal settlements (novostroiki) in Bishkek and Osh, the two largest cities of the Kyrgyz Republic, by increasing the availability of basic infrastructure to the residents of these areas. The AF will help finance the costs associated with the scaling-up of project activities to enhance the positive impact of the Original Project on the living conditions in semi-informal settlements (novostroiki) and other communities in Bishkek and Osh, the two largest cities of the Kyrgyz Republic. It will also help continue the successful municipal and social infrastructure investments supported by the World Bank to the country's twenty-three small towns under the Small Towns Investment Capacity Building Project (STICBP), which closed on September 30, 2011.
