The objective of the Kiribati Road Rehabilitation Project is to avoid involuntary resettlement wherever possible; to minimize involuntary resettlement by exploring project and design alternatives; to enhance, or at least restore, the livelihoods of all displaced persons in real terms relative to pro-project levels; and to improve standards of living, or at least restore, of the displaced poor and other vulnerable groups. Negative impacts include: loss of land, loss of structure, loss of livelihood, loss of crops and trees, temporary loss of land, and temporary loss of access. Mitigation measures include: 1) vulnerable households to be identified during detailed measurement surveys conducted as part of the resettlement plan; 2) landowners will reimburse tenants and leaseholders land rental deposit or unexpired lease; 3) compensation equivalent to up to three months of rental; 4) for agricultural lands, sixty days notice to harvest standing seasonal crops. If notice cannot be given, compensation for share of crops will be provided; 5) assistance for lost income based on three months lost income or minimum wage rates; 6) cash compensation for perennial crops and fruit bearing trees based on annual net product market value multiplied by five years; and 7) for construction activities involving unavoidable livelihood disruption, compensation for lost income or a transitional allowance for the period of disruption whichever is greater.

This tenth edition of Doing Business sheds light on how easy or difficult it is for a local entrepreneur to open and run a small to medium-size business when complying with relevant regulations. It measures and tracks changes in regulations affecting eleven areas in the life cycle of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts, resolving insolvency and employing workers. Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 185 economies, from Afghanistan to Zimbabwe, over time. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why. This economy profile presents the Doing Business indicators for Kiribati. To allow useful comparison, it also provides data for other selected economies (comparator economies) for each indicator. The objective of the Road Rehabilitation Project for Kiribati is to provide for the protection improvement and conservation of the environment of the Republic of Kiribati and for connected purposes. Negative measures include: soil erosion, management of stockpiles and spoil-heaps, air quality and dust control, noise control, and offsite and waste management. Mitigation measures include: a) properly dispose of all used fuel and lubricant oils in environmentally sound manner, either by recycling or for other use such as fuel for hot mix plant, etc; b) avoid overloading trucks and cover trucks to minimize dust and loss of load from trucks during transportation; c) use water sprays or covered chutes to reduce dust emission during loading and unloading of materials from barges; d) advise schools, hospitals, churches, etc. when there will be unusual or unavoidable noise; and e) encourage re-vegetation as soon as the construction activities finish, or plan to immediately rehabilitate the disturbed sites after use.

The objective of the Grid Connected Solar PV Power Station Project is to contribute to reducing Kiribati's dependence on imported petroleum for power generation in order to improve energy security and to reduce the Greenhouse Gases (GHG) emissions from diesel fuel use for grid electricity supply in Kiribati. Negative impacts include: cultural heritage, public safety, soil erosion, storm water, air quality and dust control, noise control, and waste management. Mitigation measures include: 1) protect and preserve cultural, historical and religious sites; 2) mark construction impact areas with comprehensive and visible signs to avoid accidents and meet safety requirements; 3) keep vegetation clearing at the necessary minimum; 4) avoid discharging of contaminated water to the lagoon; 5) pass storm water run-off from construction areas through rocks or hay traps to remove soil and petroleum-based organic pollutants before disposal; 6) spray water on spoil-heaps if there are dust generating materials accumulated during dry periods especially near schools, hospitals, etc.; 7) cover all dust generating loads carried in open trucks; 8) use noise screens or mounds near residential areas, when appropriate; 9) carry out noise construction activities and transports during normal working hours, never at night time; and 10) properly dispose of all used fuel and lubricant oils in environmentally sound manner.

The objective of the Telecommunications and Information and Communication Technologies (ICT) Development Project for Kiribati is to strengthen the legal, regulatory and institutional environment, enabling transition to a market-driven telecommunications sector and facilitating improved connectivity for the outer Islands. There are four components to the project, the first component being ICT policy and legal support. This component includes: ICT policy review and coordination; Telecom Services Kiribati Limited (TSKL) transformation; and legal and regulatory advice. The second component is the ICT regulatory support. This component envisages a medium-term program of technical assistance and capacity-building (including on the job and formal training) for the Telecommunications Authority of Kiribati (TAK) in the following areas: new market entry; general regulatory support; technical management and training. The third component is the outer islands connectivity. Finally, the fourth component is the project management.
