There are four components to the project. The advocacy and behavior change component will assist the government to create a favorable legal and policy environment that protects the rights of persons living with HIV/AIDS, and maintain awareness of HIV/AIDS and prevention measures. The prevention in high risk groups and general population component will finance activities to identify high-risk groups, in order to target them with prevention and behavioral change interventions. The access to treatment, care and support for persons living with HIV/AIDS component will support capacity and upgrading current services available for providing treatment, care and support. The surveillance, epidemiology and research component will support a new information system, which will protect the confidentiality of medical records assuring patient privacy through encrypted technology, and improve the quality of the information allowing for cross reference analysis from multiple databases. St. Lucia and St. Kitts and Nevis are the first of the OECS countries to join the program. There are three main project components. The first increases equitable access and equity in secondary education, particularly in poor rural communities, by constructing a new secondary school in St. Kitts and providing equipment, furniture, and materials; and expanding the school meals program in secondary schools. The second component comprises 4 subcomponents, which 1) develop curriculum for Forms i-III and provide instructional guides, textbooks, ad other resource materials; train trainers/educators in select areas, including fellowships, and development of a coordinated teacher appraisal system; 2) establish learning resource centers, and expand and upgrade learning centers, including science and information technology labs; 3) elaborate program to support participation of disadvantaged students, and related teacher development in special education; and, 4) provide school-based improvement projects, and extra-curricular activities. Assistance to St. Kitts &amp; Nevis consists in particular of a fast disbursing loan for essential imports. The countries are aided in rebuilding and rehabilitating infrastructure related to hospitals, shelters, water supply, electricity, roads and coastal protection, and airports, thereby restoring public services. Key agricultural development components comprise a land administration program, consisting of a new leasehold titling system, cadastral mapping and land surveying; strengthening of the Department of Agriculture's extension and land services; and agricultural planning, including market research and investment promotion. The development objectives of these five Bank operations are: 1) to help safeguard and maintain the productive capacity of the countries' tourism sectors, notably by securing the industry's emergency needs in the aftermath of the September 11 events; 2) to enhance security at key airport and seaport facilities in line with international standards, with the aim of preventing further acts of terrorism and safeguarding the sub-region's image as a safe tourist destination; and 3) to strengthen the countries' institutional capacity to develop and implement security plans, procedures, and measures as mandated by the international civil aviation and marine transport regulatory agencies. There are two main project components. The first finances one critical import, low sulfur diesel fuel for electricity generation, which is critical to the maintenance of economic activity in the tourism industry by ensuring that the energy-intensive tourism facilities are kept operational during the recovery period.
