The objective of the Social Promotion and Protection Project for Lebanon is to increase access to social development services at the community level, improve the coverage and targeting of the National Poverty Targeting Program (NPTP), and strengthen the capacity of the Ministry of Social Affairs (MOSA) at the central level and the Social Development Centers (SDC) at the local level. This project have the following four components ;( 1) Social Development Centers (SDCs); (2) Community Social Development Program (CSD); (3) National Poverty Targeting Program (NPTP); and (4) Project Management (PM). Component one, which focuses on building the capacity of the SDCs, is cross cutting between Components two and three, as the SDCs are the local implementing arms of MOSA's mandate. Specifically, both the CSD and NPTP programs rely on the SDCs for implementation.

The objective of the Second Energy Social Protection Implementation Support Project (ESPISP II) for Lebanon is to improve the administration, delivery, financial sustainability, and targeting of social services through implementation of new systems and the adoption of new policies in the National Social Security Fund (NSSF), Ministry of Labor (MOL), Ministry of Public Health (MOPH), Ministry of Social Affairs (MOSA), Presidency of the Council of Ministers (PCM), and Ministry of Education and Higher Education (MEHE). The closing date for the project will be extended from March 31, 3012 until March 31, 2013. However, the political impasse in the past few years and the time lost during the caretaker status of two previous governments had led to the delay in effectiveness of the Grant provided by the Canadian International Development Agency (CIDA), financing partially Component III. The CIDA Grant which closes on September 30, 2011 was only declared effective on September 1, 2011. Hence, in spite of the good progress in component third, an extension will be needed to be able to complete all the activities under this component, especially that the current Government of Lebanon has reaffirmed its commitment to the National Poverty Targeting Program (NPTP), through an explicit reference to the NPTP program and the need to accelerate its implementation in the new Government's policy statement of June 30, 2011, as well as through the allocation of US$28 million for the NPTP program for 2011. This will be the first extension of the Project and Grant.

The objective of the Supporting Innovation in Small and Medium Enterprises (SMEs) Project for Lebanon is to encourage the equity investment market to increase the supply of early stage investment finance for financially viable, new, and existing innovative firms. There are two components to the project, the first component being innovation in Small and Medium Enterprises (iSME) funding program. This component includes two subcomponents: Concept Development Grants (CDGs), and equity investment. The second component is the project management. This component will support the establishment of the Project Management Unit (PMU), project management and implementation, and carrying out marketing and outreach activities. It will include provisions of goods and consultants' services, including audit, and financing of incremental operating costs, training and incremental fees.

The objective of the Emergency Power Sector Reform Capacity Reinforcement Project for Lebanon is to accelerate the implementation of electricity sector reforms and restructuring of Electricite du Leban (EdL) by enhancing the capacity of Ministry of Environment and Waters (MOEW), EdL and the multi-ministry higher level committee. To date the project has funded three consulting contracts that have supported the Lebanese government with the capacity to implement reforms to the electricity sector. However, one of these consulting contracts has not been completed due to lack of political consensus around recommendations made by the consultants. The Government of Lebanon therefore intends to terminate this contract and using remaining project funds to fund further consulting services to support implementation of much needed electricity sector reforms. This restructuring paper proposes a second extension to the closing date of this project from December 31, 2010 to December 31, 2012 to allow the project to be completed and to meet its original project development objectives.

The main development objectives of the Ba'albeck Water and Wastewater Project include 1) developing and strengthening the capacity of the water and irrigation authorities; 2) improving population coverage and customer access to satisfactory water supply and wastewater services; 3) involving the private sector in the operation and maintenance of the water and wastewater facilities; and 4) rationalizing the use of water by introducing water meters. There are five project components. The first component establishes a technical support unit that assists in strengthening existing water authorities and in preparing for their consolidation under one regional authority with the integration of water. This includes a comprehensive training program. The second component extends water distribution mains and house connections to increase water supply coverage. The third component improves and increases service coverage for wastewater collection and treatment. It provides treated effluents and sludge suitable for agricultural reuse. The fourth component comprises service contracts covering the water and sewage networks, the water supply facilities, and the wastewater treatment plant. The fifth component includes supervision of construction works and service contracts; and some specific studies.

The objective of the West Beka'a Emergency Water Supply Project for Lebanon is to improve health conditions of the population of the West Beka'a through the provision of non-contaminated water in increased quantities by completely rehabilitating the area's water network. As per the Government of Lebanon (GOL) request, the closing date extension will be for 18 months from May 20, 2010 to November 20, 2011 to allow for full implementation of the 24-month works contract which started in August 2009.

The objectives of the Additional Financing for the Cultural Heritage and Urban Development Project for Lebanon are to: (a) create the conditions for local economic development and enhanced quality of life in the historic centers of five main secondary cities; and (b) to improve the conservation and management of Lebanon's built cultural heritage. The additional loan will help finance the cost over-run of works originally planned under the project, i.e. the delivery of improved public spaces, street upgrading, historical facade restorations, building rehabilitation, and associated activities. No changes are being suggested to the original project outputs.

The objectives of the Additional Financing Grant for the First Municipal Infrastructure Project for Lebanon are to: 1) restore basic services and rebuild priority public infrastructure in the affected municipalities and villages; 2) support local economic recovery and development in the municipalities that have suffered the heaviest damage; and 3) provide technical assistance to and build the capacity of municipalities to mitigate the impact of the hostilities on municipal finances (within the broader context of developing the municipal sector). The reallocation will allow covering the financing requirements of components one and two as described in the Project Paper (PP) dated October 27, 2006, and as costed in its procurement summary table. There will be no additional activities added to the project implementation. Considering the current implementation performance, it is projected that the Government of Lebanon (GOL) will fully reap the grant's expected outcome before the closing date (June 30, 2011).

The project development objective of the Greater Beirut Water Supply Project for Lebanon is to increase the provision of potable water to the residents in the project area within the Greater Beirut region, including those in the low-income neighborhoods of Southern Beirut, and to strengthen the capacity of the Beirut Mount Lebanon Water Establishment in utility operations. There are three components to the project. Component one: bulk water supply infrastructure. Component one will comprise: (a) the construction and construction supervision of bulk water supply infrastructure; (b) design, construction and construction supervision of a water treatment plant (WTP) of 250,000 cubic meters a day capacity; (c) all related equipment including pumps and valves; and (d) support to Council for Development and Reconstruction for project management. Component two: supply reservoirs, distribution network and metering. Component two will comprise: (i) design, construction and construction supervision of 16 supply reservoirs of storage capacities varying between 500 and 1,000 m3 each, dispersed within the project area, and associated pumping stations; (ii) design, construction and construction supervision of water supply distribution network of about 187 km of pipelines across the project area in southern Beirut and parts of the Metn, Baabda and Aley areas; (iii) installation of 200,000 household meters in selected project areas; and (iv) installation of about 30 bulk water meters at reservoirs and distribution chambers. Component three: project management, utility strengthening and national studies. Component three will focus on utility strengthening and will also strengthen the capacity of the Ministry of Energy and Water for project oversight.
