The objective of this first operation is to support policy development and prepare the foundation for the legal and regulatory reforms needed to support sector liberalization. The overall ICT Sector Development Program ('Program') is expected to increase the availability of telecommunications infrastructure and enable the more widespread application of ICT services supporting improvements in economic and social development.
