The objectives of the Information and Communications Infrastructure (ICT) Development Project for Mongolia are to: (a) significantly increase the coverage and use of relevant ICT services among the rural population through an incentive program designed to encourage the participation of private operators in the rural segment of the ICT market; and (b) increase private sector participation in the delivery of e-Government services, thereby improving public sector utilization of ICT. The closing date for grants is proposed to be extended by one year from March 31, 2012 until March 31, 2013 in order to allow for the implementation of the two e-Government applications (Public Key Infrastructure and Certification Authority, or PKI & CA and Portal System) to be completed within the proposed extended closing date in line with the actions agreed with the Government of Mongolia. This extension will have no effect on the achievement of the original project results other than the time delay. This will be the first extension of the project. The extension meets the criteria of OP 13.30, i.e., (a) the project objectives continue to be achievable; (b) the performance of the borrower and project implementing agencies is satisfactory; and (c) the borrower has agreed a specific action plan with the World Bank to complete the project.

The Government of Mongolia for the Rural Education and Development (Read) Project additional resources will help finance the costs associated with scaling up activities under READ in rural schools in Mongolia. Specifically, the additional financing will support the distribution of learning materials (customized children's laptop computers with Mongolia-specific educational content) to children in selected pilot rural primary schools, in addition to the training of teachers and students around these materials as well as a rigorous impact evaluation of the pilot. These resources will also examine the role of information technology in improving the overall quality and effectiveness of education.

The development objective of the Renewable Energy and Rural Electricity Access Project is to increase access to electricity and improve reliability of electricity service among the herder population and in off-grid soum centers. This restructuring paper is in response to a request from the Government of Mongolia (GoM) made through a letters dated August 17, 2011 and September 6, 2011 from the Ministry of Finance. The request is to reallocate savings within the project for a modest scale-up in the smart subsidy program under component A: Herders' Electricity Access of the project; and provide sufficient time to implement change, so that the GoM can successfully achieve the target established in the national 100,000 Solar Ger Electrification Program, which aims to provide rural herder families with access to modern electricity services with solar home systems (SHSs).

The objective of the Renewable Energy and Rural Electricity Access Project is to increase access to electricity and improve reliability of electricity service among the herder population and in off-grid soum centers by: (i) assisting the development of institutions and delivery mechanisms; (ii) facilitating herders' investments in Solar Home Systems (SHSs) and small Wind Turbine Systems WTSs; and (iii)rehabilitating mini grids in selected off-grid soum centers. The proposed project has three components: (a) herders' electricity access which will develop and enhance a rural retail and service network for SHSs and small WTSs and will facilitate the acquisition of at least 50,000 systems by herders over 5 years; (b) soum center electricity service which will develop the institutional and technical capacity for off-grid soum center electricity services and invest in mini grid rehabilitation and renewable or renewable diesel hybrid systems; and (c) institutional capacity building which will strengthen national renewable energy policy development and support project implementation through: (1) assistance in development of a regulatory framework and/or associated subsidiary legislation for grid-connected renewable energy systems; and (a) support for project management, monitoring and evaluation, and assistance in the institutional development of the National Renewable Energy Center (NREC) through training, business planning and work program development.

The development objective of the Ulaanbaatar Clean Air Project is to enable consumers in Ger areas to access heating appliances producing less particulate matter emissions and to further develop selected medium-term particulate matter abatement measures in Ulaanbaatar in coordination with development partners. There are three components to the project. The first component of the project is Ger area particulate matter mitigation. The second component of the project is particulate matter mitigation in Central Ulaanbaatar. This component has four sub-components as: 1) mitigation of fugitive dust from lack of city greening; 2) mitigation of dust from power plant emissions and ash ponds; 3) district heating feasibility study and knowledge building; and 4) affordable housing policy technical assistance. The third component of the project is public awareness raising, program coordination and project management.
