The objective of the Community Based Watershed Management Project for Mauritania is to limit land degradation and to safeguard critical ecosystem functions through community-driven Sustainable Land Management (SLM) activities that improve agrosylvopastoral management and increase vegetation cover while securing livelihoods and global environmental benefits (i.e., reduced sedimentation of waterways, improved interconnectedness and integrity of ecosystems, enhanced carbon storage rates, and increased opportunities for biodiversity conservation). The extension is required to allow the Government to complete all project activities. This will in particular provide the time and resources to: (i) complete investments program by achieving a critical mass of actions necessary for the communities; (ii) allow time for technical support for at least one year to the Watershed Management Associations (ABV) benefitting from funding to implement their actions plans; and (iii) to enhance capacity of beneficiaries in monitoring, coordination of action and conflict management inherent in the implementation of management of local rules in natural resources to ensure the sustainability of achievements at the watershed level.

The objective of the Transport Sector Institutional Development Technical Assistance Project for Mauritania is to improve land, maritime, and air transport sector management. There are four components to the project. The first component will help establish the newly created Directorate General of Land Transport with a focus on road safety prevention/management. The second component will support the Government of Mauritania's (GoM) efforts to reorganize the sub-sector through capacity building for the newly created Merchant Shipping Directorate (DMM), and Maritime Affaires Studies and Coordination Unit (CECAM). The third component will support GoM's efforts to set up a development program for Mauritanian airports by funding a master plan for the development of airports, including a detailed development plan, and an investment plan for Nouakchott airport. The fourth component will support capacity building of the new institutions, under the ministry of transport, to ensure efficiency, taking into consideration the need for multimodal coordination. It will also reinforce the overall sector planning unit within the ministry.

The development objective of the Additional Financing for the Second Phase of Integrated Development Program for Irrigated Agriculture Project is to improve availability of critical agricultural inputs and food staples for targeted beneficiaries. The Additional Financing (AF) is the Bank's response to the January 16, 2012 government's request for assistance under the current drought situation in Mauritania. It will be used to finance the activities under a new emergency and food price response component that will be added to the existing project. In addition, the AF will be used to initiate the preparation of future agricultural investments with a view to continue developing the long term, supply side response to the recurring food shortages in Mauritania.

The objective of the Additional Financing for the Urban Development Project is to support Mauritania's central and local governments to: (i) improve access to basic services and infrastructure in targeted urban areas; and (ii) increase access to micro-finance and income-generating activities for slum population. The additional financing will finance costs associated with scaling up the development effectiveness and impact of component 1 (d) (provision of basic urban infrastructure in the main cities) of the project, described in the project appraisal document presented to the Board on October 25, 2001. The scaling up is comprised of construction of: (a) paved road (25.7 km), (b) unpaved roads (26 km), (c) water supply (8.3 km of network), and (d) transmission and distribution lines (18.5 km of network and 210 street lamps).

The Higher Education Project for Mauritania aims at: (i) improving the quality of the learning environment and the relevance of courses to the labor market; and (ii) establishing pedagogic, administrative and financial management systems in the Institutions of Higher Education (IHEs). The closing date for the project will be extended from March 31, 2012 until October 30, 2013. The original credit was in the amount of SDR 10.20 million (US$15 million equivalent), approved by the Board on August 3, 2004 and became effective on January 12, 2005. The purpose of this extension request is to: (i) allow for the completion of contracts that have already been entered into but have not been completed; (ii) provide much needed higher education reform, civil works, goods and equipments; and (iii) complete ongoing activities necessary to achieve the Project Development Objective (PDO). Although actual disbursements only account for 35 percent of the credit, disbursements plus commitments amount to 63 percent and are mainly comprised of civil works activities. The remaining 37 percent will be used to procure pedagogical and Information Technology software and hardware to equip the buildings currently under construction.

Overall the Catalytic Fund (CF) will help the Government of Mauritania to accelerate the implementation of the Government's Education Sector Development Program (ESDP 2001-2015) in its entirety. Activities financed by the CF are within the ESDP's plan of action over the period 2008-2010. The project has made significant progress and is poised to achieve a 100 percent disbursement of grant proceeds through the six month extension. However, a few important activities have incurred unforeseen delays: a) primary school construction that experienced delays due to heavy rain; b) delivery of three million textbooks for the three coming school years; and c) 30,000 student desks. Therefore, an extension of the closing date will ensure completion of those activities. The additional time will allow the project to finalize activities that will support progress towards achieving project development objective (PDO) by: 1) creating additional spaces for students and thus increasing the total number of beneficiaries (including girls): and 2) creating a better learning environment that will entice students to stay in school by providing additional student desks and textbooks.

The development objective of the Community Based Rural Development Project is to improve the living conditions of village communities, in terms of sustainable income increase, access to basic socio-economic services, and improved natural resource management practices. The project would achieve its objective through capacity building, and investments in economic, social and environmental sub-projects, implemented by these communities. The capacity building component, reflects the fact that the long-lasting impact of community investments critically depends on: a) the organizational and managerial capacities of villagecommunities to design, and implement effective development plans; and, b) the technical capacity of providers of services to these communities. To this end, four subcomponents will support capacity building: consulting services to design, and implement investment planning, and, training assistance in organization and management capacity building of rural municipalities; capacity building of agricultural services; and, capacity building rural micro-enterprises. The second component supports development of investment funds, through Village Investment Funds, and Rural Communal Road Funds, focused on improving socioeconomic conditions. A third component, project management, monitoring and evaluation, shall provide management, administrative, and financial support during project implementation, as well as monitoring of performance indicators, and reporting requirements.

The objective of the Health and Nutrition Support Project (HNSP) is to strengthen the health system and its capacity to improve the health and nutrition status of the population, notably of women, children, and the poor, as it will support the implementation of the government program for the health and nutrition sectors during the period 2006- 2008. HNSP will provide support to priority activities for which there is a financial gap, provided that they are consistent with the sector policy and there is agreement on their relevance. The support will focus on five areas: a) further developing human resources and improving their geographical distribution; b) ensuring adequate sector financing and equitable allocation of resources for the poor and for underserved geographical areas; c) improving health sector management to raise efficiency; d) improving the accessibility to quality and affordable health services in underserved areas; and e) enhancing and expanding community-based communications for improved nutrition.

The objective of the Second Mining Sector Capacity Building Project for Mauritania is to strengthen the government's capacity to manage national mineral sector activities in an environmentally, socially and economically sustainable manner. The second additional financing will scale up activities that have been successfully implemented during the initial stages of the project: (i) build local and regional capacity to benefit from and establish economic linkages with mine operations, (ii) strengthen national capacity to regulate and supervise mine operations, and (iii) expand the geological knowledge-base. Finally, (iv) a new activity of education and vocational training support will be added to help form a new generation of mining specialists.

The objectives of the Skills Development Support Project for Mauritania are to improve the quality, efficiency of training institutions and create an enabling environment for a more market-driven Technical and Vocational Education Training System (TVET). There are two components to the project. The first component of the project is strengthening and diversifying TVET. This component will improve the quality, effectiveness and relevance of the training provided in eligible TVET institutions beneficiaries, and increase apprenticeship and short-term training programs. The second component of the project is improving the institutional environment of TVET. This component will enhance the capacity of the Ministry of Employment Vocational Training and New Technologies (MDEFPNT) to create a more demand-driven TVET system, and strengthen the capacity of the National Institute for the Promotion of Vocational and Technical Training (INAP-FTP) to support the TVET system.
