The loan will support actions in the following three areas. (1) Improving flexibility of EMS. This policy area supports initiatives under Integral Upper Secondary Education Reform (RIEMS) relating to the Competency-Based Curriculum (CBC), to introduce more flexibility in EMS. The actions will facilitate the transfer of students among and across the different systems, which was extremely difficult before the reform. (2) Enhancing quality and relevance of education. This policy area focuses on actions to improve the quality of EMS so that students have the appropriate skills to enter and remain in the labor market or continue to university. As a result of the actions supported under this policy area, EMS graduates will improve their skills and will be in a better position to find jobs. (3) Reducing the opportunity cost of EMS.
