(1) Capacity building component will ensure capacity building for communes and communities; improving local governance and regional governments; and promoting inter-communal collaboration. (2) Local investment fund component will assist communities to make investments to support agriculture and livestock activities, improve sustainable land management, create and/or ensure maintenance of essential socio-economic infrastructures and facilities, and diversify income generating activities. (3) Project coordination, management, monitoring and evaluation and communication component will include management of staff and equipment, financial management, procurement activities, management of the environmental and social safeguards aspects, preparation of annual work plans, and organization of supervision missions, as well as knowledge management and sharing. Topics covered include: inequalities in health outcomes, health behavior and health care utilization; benefit incidence analysis; financial protection; and the progressivity of health care financing. The tables in this report show how health outcomes, risky behaviors and health care utilization vary across asset (wealth) quintiles and periods. The quintiles are based on an asset index constructed using principal components analysis. Benefit-Incidence Analysis (BIA) shows whether, and by how much, government health expenditure disproportionately benefits the poor. The distribution of subsidies depends on the assumptions made to allocate subsidies to households. This component aims to help the Government to address the demand for skills in economic sectors with the highest growth and employment potential and to improve youth employability by supporting interventions to improve effectiveness of formal Technical and Vocational Education and Training (TVET) through the support of new demand-driven institutions and a strengthened school-to-work transition approach. The second component is the strengthening short term skills development and apprenticeship programs. This component aims to help Niger address the demand for skills in the economic sectors with the highest growth and employment potential and improve youth employability by supporting short term skills development and apprenticeships programs. Accordingly, the CPS supports actions aimed at strengthening the macroeconomic foundation, the investment climate and access to finance to build resilient growth, improve agricultural productivity and marketing of selected crops and promote risk-based agriculture to mitigate the impacts of climatic changes and variability. This Strategy is fully aligned with the 2012 Government Plan for Social and Economic Development (PDES) and the World Bank Strategy for Africa. Some lessons learned include: the programmatic development policy operation approach proved extremely helpful in maintaining dialogue and reforms in a rapidly changing political environment. In particular, having an agreed reform program in place allowed the Bank to engage with the military transition government at a technical level and to continue to support the implementation of these reforms. It would have been unlikely that a new reform program could have been developed and agreed with the transition government. Close collaboration with other partners in a complex political environment is essential to come to a shared assessment of the situation and to adopt a coordinated and coherent approach in dealing with a de facto government. A programmatic development policy operation (DPO) approach plays an important role in keeping the reform agenda on track and mobilizing the Government on cross-cutting issues in an environment of frequent external shocks and instability. (1) Periodic maintenance and rehabilitation of unpaved roads component (2) Institutional support to the main transport sector players through provision of capacity building and assistance in management and execution of road maintenance activities component. The proposed additional financing will complement the original project and scale up the project's impact and effectiveness in the densely populated rural areas of the Dosso, Tillabery, Zinder, Maradi and Tahoua regions of southwestern and southern Niger.
