Implementation progress of the additional financing of Road Maintenance and Rehabilitation Project (RMRP) is rated as satisfactory, with a disbursement rate of 86 percent (end October 2011). All works contracts of RMRP are now completed, apart from two significant roads rehabilitation contracts which were due to be completed in November 2011, but have faced delays and are currently under continuing execution. Delays with the remaining contracts were primarily due to adverse working conditions (mainly extremely adverse weather, which has hindered access to construction materials and delayed overall progress) and under resourcing of plant, labor and equipment by the key contractor of the projects. The performance of the implementing agency has been satisfactory and project implementation is satisfactory despite often challenging circumstances. The construction of a Liquefied Natural Gas pipeline and processing facility has taxed the domestic contracting capacity and caused fierce competition for contractors. The inflationary price environment in PNG has also affected contracting capacity. This project restructuring would extend project closing date from December 31, 2011 to June 30, 2012 with the Regional Vice President's approval. The reallocation of amounts among categories consists primarily of the formal allocation from the 'unallocated' category of the original project to rehabilitation of national roads and bridges component. There are four components to the project: 1) risk sharing facility, this component will support newly originated SME loans by Participating Financial Intermediary (PFIs) in an estimated amount of up to PGK 300 million (approx. USD116 million). It will establish a Risk Sharing Facility (RSF) to partially guarantee a portfolio of newly-originated loans to SMEs and therefore encourage eligible local private sector commercial banks and finance companies to expand lending and leasing finance to SMEs. This is expected to immediately accelerate commercial banks' lending to emerging and established SMEs Under the proposed arrangements, International Finance Corporation (IFC) will cover 50 percent of all principal losses in the portfolio, resulting in an aggregate gross exposure of up to PGK 150 million (approx. USD58.4 million) for IFC.; 2) technical assistance for financial institutions is estimated to cost USD2.35 million, of which USD1.53 million will be financed by International Development Association (IDA) and GoPNG This component consists of performance-based technical assistance tailored to the first PFI, and potentially to subsequent PFIs; 3) Capacity building for SMEs is estimated to cost USD5.15 million, all of which will be financed by IDA/ GoPNG this component consists of four sub-components: (a) SME management and financial skills training; (b) focused SME mentoring and coaching; (c) targeted training for women entrepreneurs; and (d) support for provincial government commerce staff. There are four components to the project. Component one: updating of curriculum and instructional materials. Component one aims to improve the quality of distance learning curricula and the quality and availability of instructional materials. The project will support the development of new and/or upgrading of existing curricula for grades seven through twelve using FODE's standardized distance learning format. This component will also help FODE produce new instructional materials and upgrade its printing and distribution system. Component two: improving the quality of service delivery. Component two aims to improve the overall quality of services provided by FODE. Within the FODE central campus and the 20 provincial centers, interventions will be focused on improving performance through staff training, simplifications of forms and procedures, establishing and implementing an IT plan, and selecting and engaging contracted subject tutors in the provincial centers. Component three: grade eleven-twelve matriculation program expansion. Component three aims to expand FODE's existing grade eleven-twelve matriculation program into at least one secondary school in each of PNG's twenty provinces. Project support will reimburse secondary schools for the use of their facilities, provide classrooms with small equipment and instructional materials, and cover the cost of after-hours teaching by existing subject teachers in each school. Component four: improving information technology, monitoring and evaluation. Component four aims to provide FODE with appropriate Information Technology (IT) technology and train FODE staff to effectively operate that technology. It will provide funding for an information technology needs assessment, establishment of an IT plan for FODE, procurement of IT equipment, and implementation of the plan to fully integrate the use of IT into the administration, curriculum development, materials production and teaching/learning activities conducted by the organization. There are three components to the project. The first component of the project is Youth Job Corps (YJC). This component will support: a) the identification and selection of 17,500 disadvantaged, unemployed youth from the National Capital District (NCD) area; b) life skills for employment training; and c) public works job placement. These youth will complete basic life skills for employment training. The second component of the project is Skills Development and Employment Scheme (SDES). This component will provide On-the-Job Training (OJT) and work experience for around 4,000 participating youth. The SDES will consist of two Pre-Employment Training (PET) programs followed by OJT. The third component of the project is project management.
