There are no major changes being proposed. The project objective is to assist with the sustainable delivery of a productive and efficient national highway network, thereby contributing to lower transportation costs. The HRP was approved on December 23, 2003 with a credit amount of SDR 105.9 million, and a loan amount of ¥ 5,605.5 million. An additional loan amount of US$ 100.0 million was approved on December 1, 2005 for reconstruction and rehabilitation of four main highways that were damaged by the earthquake of October 8, 2005. Another additional loan amount of US$ 65.0 million was approved on March 29, 06 to help finance the costs associated with cost overrun resulting from higher than expected bid prices for phase two civil works contracts. The grant will help respond to the post-conflict situation by carrying out emergency rebuilding of priority roads infrastructure damaged during the conflict in the Province of (KP). The project focuses on early recovery priorities agreed between the Government of Khyber-Pakhtunkhwa (GoKP) authorities and the World Bank as the administrator of the MDTF. The project consists of two components. With the AF for the TPPEP, International Development Association (IDA) will continue its support in partnership with the Bill and Melinda Gates Foundation (BMGF) with support from the UN technical agencies: World Health Organization (WHO) and the United National Children's Fund (UNICEF). This project paper seeks the approval of the Executive Directors to provide an additional credit, with an extension of the original closing date by six months, in an amount of SDR 15.8 million (US$24 million equivalent) to the Islamic Republic of Pakistan. This Second Additional Financing (AF) under the project is to help meet increased financing requirements for the procurement of Oral Polio Vaccine (OPV) necessary to implement the National Emergency Action Plan 2012 for Polio Eradication in Pakistan. The Government of Pakistan (GoP) through the Economic Affairs Division (EAD) letter dated June 15, 2012 has requested the Bank to provide additional financing to continue the support to GoP's PEI. With the AF for the TPPEP, International Development Association (IDA) will continue its support in partnership with the Bill and Melinda Gates Foundation (BMGF) with support from the UN technical agencies: World Health Organization (WHO) and the United National Children's Fund (UNICEF). The GoP appreciates that there may not be a 'buy down' arrangement as there has been in the past.
