DPG V will support the reforms designed under the NDP in two broad areas: (a) strengthening the PA's fiscal position; and (b) laying the institutional foundations for improved governance and transparency in the public sector. The operation supports efforts seen as crucial by the PA to overcoming the urgent fiscal issues, reducing the PA's reliance on foreign assistance for recurrent expenditures while increasing the efficiency of government expenditure programs. In addition, the operation supports improving governance and transparency in the areas that are important for better management of public finances. The Project has the following four components: 1) Strengthening the regulatory role of the Ministry of Education and Higher Education (MOEHE). This component will strengthen the capacity of the MOEHE and the Council on Higher Education to formulate, plan and monitor the tertiary education policy framework for the West Bank and Gaza. The Project will support the ongoing reform that will enable tertiary institutions to provide the education programs that meet the needs related to the economic and social development of Palestine. 2) The Capacity Building Program will increase the internal and external efficiency of tertiary education institutions, thus improve the efficiency of the universities, and community colleges, and provide support to institutional planning and management, while supporting quality, and institutional self-evaluation. 3) Support to quality improvement of higher education institutions shall create appropriate incentives for institutions to improve the quality and relevance of the programs offered. On a competitive basis, support will be provided to institutions and programs to meet international standards; improve the relevance of the course offerings, vis-a-vis the job market and economic development of Palestine; and, increase capacities to develop income generating programs. 4) Capacity building to improve and expand the demand-side subsidies program. The Student Revolving Loan Fund (SRLF) is a critical tool to help students pay their tuition fees, especially in the current economic situation. While the additional financing will maintain the development objective and components as set out in the June 2007 restructured project, it will permit the scaling up of the level of activities,  the cash benefit component will benefit an additional 2,000 households. Over time, it is expected that the cash benefit component will expand further, as other cash transfer programs are consolidated and as donor participation picks up. The Bank support will be through an AF grant for the SSNRP. The funding will be from the Food Price Crisis Response Trust Fund (FPCR TF) administered by the Bank. The support will consist of providing a one-time cash payment of US$135 to approximately 25,000 of the poorest households negatively affected by the recent food and fuel crisis. The beneficiary households will be those that received a cash payment of US$200 in 2009 under the previous AF grant from the FPCR TF, as these are the households in the SSNRP database with the lowest poverty levels. These households were identified using a proxy means test (PMT) formula and their eligibility was confirmed by two reviews carried out in 2009. This restructuring paper states second level restructuring of the project. The changes are related to revisions in the results framework, agreed upon between the MoNE and the World Bank. The revisions include: (a) strengthening of the project outcome indicators; (b) including a core indicator; (c) reducing the number of intermediate indicators under first component; (d) clarifying intermediate outcome indicators and their use for first, second, and third component; and (e) clarifying the status of the baseline as well as a few cumulative target values. These changes are necessary to (i) better reflect and capture the project development objective; (ii) identify achievable and measurable indicators; and (iii) set realistic targets for the project.
