Since late, 2008, Romania has had to cope with persistent economic difficulties and financial turbulence in the EU and elsewhere. Despite the resumption of growth in 2011, Romania's economic prospects in 2012 remain weak. Although the country is currently able to raise sufficient financing on both domestic and international markets, its access to capital markets could be constrained at any point by the higher-than-usual volatility in the international markets, particularly in the EU. To address these challenges, the Government has approached the World Bank and other International Financial Institutions (IFIs) for support. Main risks stem from the economic and financial turmoil in the Euro zone, and domestic politics. The medium term recovery of the Romanian economy relies on foreign direct investment (FDI), domestic demand and export growth. A prolonged global economic slowdown and in particular delayed recovery in the EU could stall investment and depress exports. These risks are compounded by low absorption of EU structural and cohesion funds, and the need to refinance the sizeable short-term debt. Domestic political risks stem from the electoral agenda of 2012, with local and parliamentary elections scheduled for June and November, 2012, respectively. Social risks include the lingering effect of the 2010-11 fiscal austerity measures, and may increase with the anticipated economic slowdown and resulting impact on employment and wages. The Project was approved on May 20, 2004 and became effective on October 20, 2004. Project implementation was slower than anticipated but commitment of project funds gained momentum during 2008 and now over 80 percent of project funds have been committed, about 63 percent of the loan has been disbursed, and about 70 percent of project activities are complete. For more than two years, project development objectives achievement was rated moderately satisfactory due to the risk that the initial investment program would be only partially financed because of the sharp depreciation of the loan currency (US$) and rising construction costs after Romania joined the European Union, creating a financing gap that threatened project outputs and outcomes. Due to slower-than expected project start, the Bank agreed to extend project closing date from December 31, 2009 to December 20, 2011, to enable Government to complete all activities envisioned under the project.

<wbfeed:country_name>Romania</wbfeed:country_name><wbfeed:projectid>P075163</wbfeed:projectid><wbfeed:country_code>RO</wbfeed:country_code><wbfeed:project_status_desc>Closed</wbfeed:project_status_desc><wbfeed:flag>CHANGE</wbfeed:flag>

The project Second Development Policy Loan is now in the pipeline.

<p>The project Second Development Policy Loan is now in the pipeline. The first DPL (DPL1) disbursed Euro 300 million in September 2009. This second DPL (DPL2) is also for Euro 300 million. A third DPL (DPL3) for Euro 400 million is tentatively targeted for CY2011. This DPL program supports the Government's structural reforms in three key areas: a) improving fiscal sustainability and management of public finances, including at sectoral level in health and education; b) enhancing social protection systems to address the immediate needs of the poor and vulnerable while ensuring more sustainable social protection over the longer-term; and c) strengthening contingency planning in, and the resilience of, the financial sector. The Bank operation reinforces and complements existing programs by the International Monetary Fund (IMF) and the European Commission (EC). The DPL series is central to the Bank's engagement in Romania as described in the Country Partnership Strategy (CPS) that was presented to the Board on July 16, 2009, together with DPL1. While financing a relatively small share of the Euro 20 billion package agreed by the Government with the IMF and the EC, the DPL targets structural reforms which will considerably improve Romania's medium to long term outlook for sustainable development.

<wbfeed:country_name>Romania</wbfeed:country_name><wbfeed:projectid>P117667</wbfeed:projectid><wbfeed:country_code>RO</wbfeed:country_code><wbfeed:project_status_desc>NEW RELEASE</wbfeed:project_status_desc><wbfeed:flag>NEW</wbfeed:flag>

The project Results-Based Health Sector Reform Project is now in the pipeline.

<p>The project Results-Based Health Sector Reform Project is now in the pipeline. Component 2) will strengthen the capacity of the national agricultural research system (NARS) to provide agricultural knowledge, skills and information to farmers and agro-processors based on the needs of the agro-food sub-sector and in line with the EU requirements. Component 3) will provide support for advisory and information systems. Component 4) will provide for project co-ordination and administration, procurement, financial management, reporting, monitoring and evaluation activities for all components.

<wbfeed:country_name>Romania</wbfeed:country_name><wbfeed:projectid>P086949</wbfeed:projectid><wbfeed:country_code>RO</wbfeed:country_code><wbfeed:project_status_desc>NEW RELEASE</wbfeed:project_status_desc><wbfeed:flag>NEW</wbfeed:flag>
