The development objective of the Basic Education Recovery Project (BERP) for Sudan are to improve the learning environment in targeted areas; to increase the availability of textbooks; and to strengthen education planning and management mechanisms in the Sudan. This Emergency Project Paper (EPP) details a Global Partnership for Education Fund (GPEF) grant in the amount of US$76.5M to support a BERP in Sudan. This operation is expected to be financed through a grant from the GPEF, which will play an important part in complementing other partnership assistance to the Government of Sudan's (GoS's) efforts to build and develop basic education. The project aims to construct 2000 classrooms to alleviate the rising student-to-classroom ratio in the medium and long term, as enrollments continue to rise. The projects also aims to increase access and improve the quality of education through the school grants program in selected areas, which together with the provision of textbooks, will reduce the cost of schooling for households and improve the learning environment. The project will target school construction interventions towards rural communities, targeting states which have a relatively large percentage of its population in rural areas.

The objectives of the Additional Financing for the Blue Nile Start-Up Emergency Project for Sudan are: (a) to assist the recipient, through the project implementing entity, provide basic services and facilities to conflict-affected residents of state of Blue Nile; and (b) to help build the capacity of the government of Blue Nile state to enable it to execute its mandate more effectively, especially at the local level. The extension is necessary to allow the Ministry of Finance and Economy (acting on behalf of the project Implementing Entity, the Government of Blue Nile) to utilize additional funding in the amount of US$3 million (US$2.57 million yet to be disbursed) which only became effective on April 17, 2011. Supplementary activities that targeted the sustainability of the fisheries sector will be completed in accordance with Blue Nile state's revised implementation plan. The total undisbursed balance (original and supplementary) is US$ 2.7 million. This will be the first extension of the project.

The development objective of the Improving Livestock Production and Marketing Project for Sudan is to improve livestock production and marketing in selected rainfed areas of Central and Eastern Sudan. The extension is necessary to complete the remaining rehabilitation of livestock markets, water points, and livestock investment activities. This extension will also allow needed time to implement the recommendations by the different technical studies commissioned under the project, and help draw lessons learned. The additional 10 months will include detailed analysis of interventions in livestock marketing and privatization of veterinary services, and facilitate sustainability of the rehabilitated basic infrastructure in pastoral areas. The client has put in place an action plan and approved procurement plans to complete and deliver the different components of the project. The current disbursement percentage is 74.65 percent.

The South Kordofan State Emergency Project for Sudan has two key objectives: to contribute on the one hand to the supply of basic services and facilities to the respective conflict-affected populations; and to contribute to capacity building of the state government to enable it to more effectively execute its mandate, especially at the local (decentralized) level. The extension is necessary to allow the Ministry of Economy and Investment of South Kordofan (acting on behalf of the project implementing entity, the Government of South Kordofan) to utilize counterpart funds in the amount of US$4.5 million committed by the Government of South Kordofan and additional funding to be presented soon in the amount of US$14 million and to complete planned activities to achieve the original project objectives. Progress reported by the State Government suggests that project activities will be completed in accordance with the revised action plan. The task team closely assisted the project coordination unit in formulating this action plan, and is satisfied that the indicated activities and time-frame are feasible and will result in the achievement of the intended project objectives.

The development objective of the Additional Financing for Community Development Fund Project is to increase access to priority economic and social services and infrastructure in war-affected and underdeveloped areas of Northern Sudan, including the three areas. The changes are to: 1) the closing date of project will be extended by a year from June 30, 2012 until June 30, 2013 in order to complete the implementation of 245 subprojects in the four states where the project is being implemented; 2) reallocate the grant proceeds; and 3) revise the results framework. The reallocation is necessary to cover the expenditures that will be incurred on project administration, monitoring and evaluation and capacity building during the one year extension of the project closing date.

The objective of the Community Development Fund Project for Sudan is to increase access to priority economic and social services and infrastructure in war-affected and underdeveloped areas of Northern Sudan, including the three areas. The extension is necessary to complete the implementation of 492 subprojects of which 106 are village solar systems. The recipient has submitted a specific action plan for finalization of ongoing activities as well as future planned activities, and this plan has been discussed with the project team. As part of the action plan the implementing agency has submitted procurement plan for subprojects that will be advertised and the same has been reviewed and cleared by the Bank team. The result framework has been updated and that no changes have been made except for extending the end-project, target with one additional year.

The objective of the Support to Ex-combatants and Special Needs Groups Project is to contribute to the creation of sustainable social development and macro-economic stability in South Sudan through the reintegration of approximately 17,000 demobilized ex-combatants, including Women Associated with the Armed Forces (WAAF). The closing date of the project will be extended from June 30, 2012 until December 31, 2012. The extension to the closing date will allow the reintegration activities i.e. training programs, especially conducting training on agriculture and livestock management during the rainy season beyond September, and distribution of start-up kits to ex-combatants who have completed their training of ex-combatants and special groups as well as the management support, excluding the construction, furnishing and equipping of offices, to proceed. The extension period is for the use of US$3,538,092 out of the remaining US$ 5,834,594 of the total revised grant amount of US$38.7 million. This will be the second extension of the project. The first extension was from June 30, 2011 until June 30, 2012.

The objective of the Revitalizing the Sudan Gum Arabic Production and Marketing Project for Sudan is to help increase the income of small-scale gum Arabic producers in selected areas of the recipient's gum Arabic belt through improved performance of gum Arabic production and marketing system. Project's extension was contingent upon the approval of the extension of the parent Multi Donor Trust Fund-North Sudan, or MDTF-NS which has now established a new closing date of December 31, 2013 to enable it fully disburse. This 6-month extension of closing date for the Gum Arabic Project (GAP) will overlap with International Fund for Agricultural Development (IFAD's) co-financing which continues to December 2013. The IFAD support through the co-financing arrangement is expected to be available during the second phase of the project1 and most of it will be used for Gum Arabic Producer Association (GAPA)-related interventions. Implementation of phase two of the project was contingent to the effective implementation of the sector reform and opening up the sector to free and transparent marketing arrangement. The current disbursement percentage is US$6.36 million or 91 percent of the US$7 million MDTFNS grant. The remaining undisbursed resources are estimated at US$0.64 million from MDTF and US$3 million from IFAD resources which has been allocated to finance the second phase of the project.
