This Emergency Project Paper (EPP) details a Global Partnership for Education Fund (GPEF) grant in the amount of US$76.5M to support a BERP in Sudan. This operation is expected to be financed through a grant from the GPEF, which will play an important part in complementing other partnership assistance to the Government of Sudan's (GoS's) efforts to build and develop basic education. The project aims to construct 2000 classrooms to alleviate the rising student-to-classroom ratio in the medium and long term, as enrollments continue to rise. The projects also aims to increase access and improve the quality of education through the school grants program in selected areas, which together with the provision of textbooks, will reduce the cost of schooling for households and improve the learning environment. The closing date of the project will be extended from June 30, 2012 until December 31, 2012. The extension to the closing date will allow the reintegration activities i.e. training programs, especially conducting training on agriculture and livestock management during the rainy season beyond September, and distribution of start-up kits to ex-combatants who have completed their training of ex-combatants and special groups as well as the management support, excluding the construction, furnishing and equipping of offices, to proceed. The extension period is for the use of US$3,538,092 out of the remaining US$ 5,834,594 of the total revised grant amount of US$38.7 million. This will be the second extension of the project. Project's extension was contingent upon the approval of the extension of the parent Multi Donor Trust Fund-North Sudan, or MDTF-NS which has now established a new closing date of December 31, 2013 to enable it fully disburse. This 6-month extension of closing date for the Gum Arabic Project (GAP) will overlap with International Fund for Agricultural Development (IFAD's) co-financing which continues to December 2013. The IFAD support through the co-financing arrangement is expected to be available during the second phase of the project1 and most of it will be used for Gum Arabic Producer Association (GAPA)-related interventions. Implementation of phase two of the project was contingent to the effective implementation of the sector reform and opening up the sector to free and transparent marketing arrangement. The current disbursement percentage is US$6.36 million or 91 percent of the US$7 million MDTFNS grant.
