The Protected Areas Consolidation and Administration Project for El Salvador aims to improve land tenure security and land transactions by providing efficient, equitable, and accessible land administration services, thereby facilitating better land-related investments and more productive and environmentally sustainable land use. Project components: Component 1) aims to strengthen the NPAS to enable long-term sustainable management. Component 2) aims to develop, test, and finalize a methodology for the consolidation of two pilot protected areas, including their delimitation, demarcation, and regularization, and to develop and implement management plans for their sustainable use. Component 3) will focus on project management mechanisms including project coordination, planning, and monitoring and evaluation (M&E). The M&E system will be based on the existing system developed under the Land Administration Project II (LAP II) to coordinate and supervise the project.

The objective of the Education Quality Improvement Project for El Salvador is to improve access, retention and graduation rates for students in the lower secondary education and the upper secondary education of the Borrower's public schools adopting the Inclusive Full Time School (IFTS) model. Project has 2 components. (1) Adoption of the IFTS Model. This component will support the creation of appropriate teaching-learning conditions in selected schools to convert them to IFTSs. 2. Improvement of Ministry of Education Institutional Capacity and the Schooling System's Governance. This component will support the introduction of selected governance reforms at the central, departmental and cluster level.

The overall development objective of the proposed operation is to enhance the Government of El Salvador's (GoES's) capacity to implement its Disaster Risk Management Program for natural disasters. This objective will be achieved through budget financing that will in turn support the GoES's policy and institutional reform. El Salvador has made significant progress in developing its natural disaster management program and strengthening its civil protection and disaster prevention and mitigation system. In recent years, the country has taken important steps toward implementing a sound disaster risk management framework, focusing on actions to mitigate natural disaster risks and lower the country's vulnerability in the context of the 'hyogo framework for action 2005-2015: building the resilience of nations and communities to disasters.' The program supports the millennium development goals by addressing disaster risk issues that affect the most vulnerable segments of the population.

The objectives of the Public Finance and Social Progress Development Policy Loan Program for El Salvador are creating fiscal space for needed social expenditure by supporting actions to increase tax revenues and to improve efficiency and transparency in the allocation of public resources; Protecting and including vulnerable segments of the population by allocating additional public resources towards social programs targeting vulnerable groups such as the elderly, women, and children in poor areas. This program document describes a Development Policy Loan (DPL) in the amount of US$100 million to the republic of El Salvador. The operation is the first in a series of two loans. The series builds on the progress achieved under the Public Finance and Social Sector (PFSS) DPL (January, 2009) and Sustaining Social Gains for Economic Recovery Program (SSGER) DPL (November, 2009). It reflects the government's priority of achieving fiscally and economically sustainable social progress. The operation is rooted in the Country Partnership Strategy (CPS) for El Salvador. The DPL series has been identified in the 2009 CPS as an instrument for providing continued support to the policy areas covered by the previous DPLs, such as fiscal reform, public sector management, and the protection of vulnerable populations. The operation is fully consistent with the CPS's guiding principle of supporting government efforts to mitigate the fiscal impact of the crisis while addressing longer-term development challenges.

The objectives of the Strengthening Public Health Care System Project for El Salvador are to: (i) expand the coverage, quality and equity in utilization of priority health services provided under the Integral and Integrated Health Care Service Networks (RIISS); and (ii) strengthen Ministry of Health (MINSAL's) stewardship capacity to manage essential public health functions. The reallocation will contribute to support activities to expand the coverage, quality and equity in the provision of health services. Therefore, this reallocation will not affect the original project development objectives or the project design. During the 16-month period, some project activities related to the Single Unified Health Information System (SUIS) were financed with Government funds while additional needs were identified for hospitals and for the maintenance of equipment of the health care network. This is reflected in the reallocation of funds from component two and component three to component one of the project.

The Judicial Modernization Project for El Salvador will improve the country's judicial system to enhance the effectiveness, accessibility, and credibility of its judicial branch, by strengthening the capacity for monitoring and evaluation aspects, through a participatory process involving judges, technical and administrative staff, and users of the judicial system. The changes consist of distributing the remaining amount between different categories and increasing percentages of expenditures to be financed, ensuring better execution. These changes will have no impact on the objective and activities of the project, but will allow a more efficient use of the resources for the client in the final stretch of the project.

The objectives of the Public Finance and Social Sector Development Policy Loan (DPL) Project are to: (i) help El Salvador strengthen medium-tern fiscal sustainability; (ii) support good governance and transparency in the use of public resources; and (iii) maintain steady improvements in social protection and education. The current administration, in office since June 2004, has made good progress in moving forward its reform agenda, but emerging challenges associated with present global economic conditions compounded by the debt profile could threaten gains or hinder continued progress. The government's program for the period 2004-2009 was built on three main pillars: (i) accelerating broad-based, equitable economic growth and increase employment; (ii) improving equity through building human capital and expanding access to socioeconomic infrastructure, assets and markets; and (iii) enhancing security and reducing vulnerability. As a result of good performance, and despite a difficult political situation, progress has been made in each of these priority areas, with development targets being exceeded in many instances. In the medium-term, however, the country faces pressures on the fiscal front particularly in 2011 as a result of the unfavorable debt profile that year, in turn affecting the country's ability to make continued steady socio-economic progress in the medium-term.

The objective of the Local Government Strengthening Project for El Salvador is to improve the administrative, financial and technical processes, systems and capacity of local governments to deliver basic services, as prioritized by local communities, in the medium and long-term. The only change is a reallocation of the loan's expenditure categories in order to accommodate the request of the National Legislative Assembly to reallocate US$3.9 million from the support to decentralization policy and project management components to the strengthening of local government's component. The request is to focus more resources from the loan on increasing municipal management capacity.

The Income Support and Employability Project aims to support the Government of El Salvador in its short-term response to the crisis, while at the same time contributing to the establishment of an integrated social protection system. Within this context, the development objectives are to: 1) provide temporary income support to the urban vulnerable poor; 2) improve the coverage of labor intermediation and training services to the urban vulnerable poor; and 3) improve the institutional capacity of the borrower to develop an integrated social protection system. The first change to the project is to allow for the eligibility of incremental salary costs of locally contracted employees of Social Investment Fund for Local Development (FISDL) to be financed out of the proceeds of the credit under the category two of disbursement 'goods, non-consultant services, consultants' services, operating costs, and training, under part A of the project. The second change concerns the Temporary Income Support Program (PATI) impact evaluation. The restructuring will not change the current Financial Management (FM) risk and FM performance, which according to the last supervision mission was satisfactory.
