The AF will scale-up basic urban services in some of Lome's poorest communities, which is fully consistent with the project development objective. This AF will further strengthen management capacity and extend network coverage of basic urban services in Lome's eastern neighborhoods as a rapid follow up to the original project that has improved services in the beneficiary neighborhoods. There are three components to the project. The first component is community subprojects. This component will continue to rely on a Community-Driven Development (CDD) approach to promote community development by financing two subcomponents: the first subcomponent is infrastructure construction and rehabilitation. This subcomponent will continue to facilitate beneficiary access to improved health, education, water, sanitation and other socio-economic infrastructures. It will finance approximately 170 basic infrastructure subprojects of a maximum cost of US$60,000 each (average of US$35,000 per sub-grant). The second subcomponent is income generating activities. The Community Development Project (CDP) facilitated 150 income generating activities (IGAs) that benefited small groups of people within the targeted communities. An evaluation carried out prior to project appraisal concluded that, overall, results were satisfactory and this sub-component should be continued, albeit with some adjustments. The second component is social safety nets. This component will contribute to establish the essential building blocks for a national social safety nets system by financing two subcomponents: the first subcomponent is labor intensive public works. Labor Intensive Public Works (LIPW) represents an effective safety nets mechanism to protect the poorest households from the consequences of a shortfall in revenues due to seasonal unemployment, decreased economic activity or loss of jobs. The second subcomponent is pilot cash transfers. Cash transfers have proven to be highly effective and efficient in reducing long-term vulnerability in contexts similar to Togo. The third component is management and operating costs. The operation directly supports two pillars of the Interim Strategy Note (ISN) and provides financing for budgeted fiscal needs during 2011. The reforms supported by the operation are critical to the Government's ability to use public resources efficiently and effectively to support the country's economic and social recovery. The reform policies supported by this grant are closely aligned with Togo's Poverty Reduction Strategy Paper (PRSP) covering the period 2009-2011. The PRSP was adopted by the Government in July 6, 2009 and presented to the International Monetary Fund (IMF) and International Development Association (IDA) boards in November and December 2009, respectively. This component supports institutional strengthening: capacity of key national, regional, local, and community organizations engaged in disaster risk and sustainable land management (DRM and SLM) will be strengthened through the provision of equipment and training; and awareness rising: awareness about the risks of flooding and land degradation will be enhanced through targeted information campaigns at national and local levels. The second component is community-based activities for adaptation and sustainable land management. this component supports community-based activities in watershed and flood-prone areas: resilience to flooding will be strengthened through targeted pilot activities at the local level that will enable communities to better manage disaster risk and land degradation; community-based activities in cropland and grazing land; community-based sustainable forest and wetland management: communities will be assisted in preparing sustainable financing plans and in designing small income generation activities in and around select protected areas and forests to reduce pressure on forest resources and restore ecosystem services. The third component is early warning, monitoring, and knowledge systems. This component supports Early Warning System (EWS): A nation-wide EWS will be developed to alert communities of upcoming possible flood events and allow them to take appropriate actions to protect lives and property, through enhanced collaboration and communications between the national hydro meteorological services and the Togolese Red Cross; and environmental monitoring. The fourth component is project management. There are three components to the project. The first component is community subprojects. This component will continue to rely on a Community-Driven Development (CDD) approach to promote community development by financing two subcomponents: the first subcomponent is infrastructure construction and rehabilitation. This subcomponent will continue to facilitate beneficiary access to improved health, education, water, sanitation and other socio-economic infrastructures. It will finance approximately 170 basic infrastructure subprojects of a maximum cost of US$60,000 each (average of US$35,000 per sub-grant). The second subcomponent is income generating activities. The Community Development Project (CDP) facilitated 150 income generating activities (IGAs) that benefited small groups of people within the targeted communities. An evaluation carried out prior to project appraisal concluded that, overall, results were satisfactory and this sub-component should be continued, albeit with some adjustments. The second component is social safety nets. This component will contribute to establish the essential building blocks for a national social safety nets system by financing two subcomponents: the first subcomponent is labor intensive public works. Labor Intensive Public Works (LIPW) represents an effective safety nets mechanism to protect the poorest households from the consequences of a shortfall in revenues due to seasonal unemployment, decreased economic activity or loss of jobs. The second subcomponent is pilot cash transfers. Cash transfers have proven to be highly effective and efficient in reducing long-term vulnerability in contexts similar to Togo. The third component is management and operating costs. The operation directly supports two pillars of the Interim Strategy Note (ISN) and provides financing for budgeted fiscal needs during 2011. The reforms supported by the operation are critical to the Government's ability to use public resources efficiently and effectively to support the country's economic and social recovery. The reform policies supported by this grant are closely aligned with Togo's Poverty Reduction Strategy Paper (PRSP) covering the period 2009-2011. The PRSP was adopted by the Government in July 6, 2009 and presented to the International Monetary Fund (IMF) and International Development Association (IDA) boards in November and December 2009, respectively.
