The objective of the Ecotourism and Conservation of Desert Biodiversity Project for Tunisia is to contribute to the conservation of desert biodiversity in three recipient targeted national parks. The project has 2 components. Component 1: Promoting enabling conditions for protected areas management, sustainable land management scale-up and ecotourism development. This component will reinforce the institutional legal and strategic framework for the management of the recipient's national parks; build and mainstream national and local capacities in sustainable land management and biodiversity conservation using an integrated natural resource management approach; and establish and run the monitoring and evaluation system for the project through the provision of goods, consultants' services and training. Component 2: Supporting the implementation of integrated natural resource management in the national parks and their adjacent areas. This component will be responsible for: implementing priority investments identified in the Management Plans of the National Parks, through the provision of goods and civil works; implementing: (a) a program of Community-based Sub-projects aiming at improving the management of the National Parks and adjacent areas; and (b) a program of microenterprises-based sub-projects aiming at improving the ecotourism, all through the provision of civil works, goods and consultants' services; and implementing the rehabilitation of the existing eco-museum and the establishment of an eco-shop in existing structures in each of the natural parks, through the provision of goods, consultants' services and civil works.

The objective of the Governance, Opportunities, and Jobs Development Policy Lending (DPL) Project for Tunisia is to help the country lay the policy foundations for a more competitive business environment, a strengthened financial sector, more inclusive and accountable social services, and more transparent public governance. The measures supported by this DPL focus on: (i) moving towards a level playing field, facilitating competition and private sector initiative; (ii) taking steps to assess and reinforce financial sector stability; (iii) introducing reforms to increase inclusion and to improve quality and strengthen accountability in social sectors; and (iv) improving transparency, accountability, and public participation in policy making.

The Gulf of Gabes Marine and Coastal Resources Protection Project for Tunisia aims at Establishing a functional integrated monitoring and participatory management system for the project area to manage biodiversity degradation in the Gulf of Gabes region. The project has the following four components: Component 1) will oversee institutional strengthening, strategic planning and dissemination. Component 2) will strengthen human resources for project management, technical, scientific and public participation skills to improve management for biodiversity. Component 3) will acquire and update of technical/scientific data needed for biodiversity management plans, and then monitor key scientific project performance indicators. Component 4) will prepare sustainable biodiversity management plans for the six pilot sites and implement them in the three priority sites. All plans will be prepared through a participatory approach.

The development objective of the Demonstrating and Promoting Best Techniques and Practices for Managing Healthcare Waste and Polychlorinated Biphenyls (PCBs) Project for Tunisia is to reduce releases of dioxins, furans and PCBs in Tunisia by strengthening the recipient's legal and institutional framework and establishing sound and sustainable management programs for improving management and final disposal of healthcare waste (HCW) and PCBs. There are three components to the project. The first component is strengthening the institutional framework and capacity for HCW and PCBs' management at the national, regional and local levels. Institutional support and adoption of best practices for HCW management by: (a) strengthening the institutional and regulatory framework and for HCW management at the national, regional and local levels; (b) conducting awareness and outreach campaigns, workshops and information and monitoring seminars for HCW management; and (c) providing training in HCW management, environmental assessment, collection and disposal of HCW, monitoring and evaluation, through the provision of consultants' services and training. Capacity and awareness enhancement for management and final disposal of PCBs by: (a) strengthening the regulatory framework for PCBs' management; (b) conducting awareness and outreach campaigns for PCBs' management; and (c) providing training in PCBs' management, through the provision of consultant's services and Training. The second component is improvement of HCW and PCBs' management and disposal. Improvement of PCBs management and disposal through: (a) the transportation and elimination of in-stock PCBs-equipment, wastes and in-service PCBs-equipment in bad condition belonging to sector ministries; (b) the transportation and elimination of in-stock PCBs-equipment, wastes and in-service PCBs-equipment in bad condition belonging to public entities; (c) the preparation of Environmental and Social Management Plans (ESMPs) for PCBs contaminated sites, and a study on the rehabilitation of contaminated sites; and (d) the decontamination of sites, through the provision of goods and carrying out of consultants' and non-consultants' services. The third component is project management. This component supports the Project Coordination Unit (PCU) in carrying out the project management, coordination, implementation, monitoring and evaluation through the provision of goods, non-consulting services and consultant's services.

The objectives of the Urban Water Supply Project for Tunisia are to: i) sustain the reliability and quality of water service in Greater Tunis and selected urban centers, through augmentation, upgrade and renewal of water supply infrastructure; and ii) enhance the competitiveness and sustainability of Societe Nationale d'Exploitation et de Distribution des Eaux (SONEDE) operations, through modernization of management practices and information systems, for better cost control, enhanced revenue and more responsive customer service. The extension is necessary to allow the installation of a new information technology, or IT customer system to be operated jointly by Office National de l'Assainissement (ONAS) and SONEDE. The procurement process was rather complex and involved special procedures for turn-key IT system and which required additional assistance. The Bank provided considerable technical assistance including financing international experts to assist the Borrower in drafting the bidding documents. Following a long tender process, the contract was finally awarded in January 2011. The installation is now proceeding at full speed and the system will be fully installed by April 14, 2014. The extension of the closing date to the new date will therefore allow the completion of the installation of this IT customer system. The Borrower has submitted a revised disbursement plan.

The objective of the Micro, Small and Medium Enterprise (MSME) Financing Facility Project is to catalyze financing, risk-sharing and technical assistance to address policy, legal, institutional, capacity, and informational constraints holding back MSME access to finance in the Middle East and North Africa (MENA) region, and thereby to support improvements in MSME employment, competitiveness, and incomes. MSME facility: a comprehensive package of financing and support will be provided or leveraged through a MSME facility for the MENA region, jointly with the International Finance Corporation (IFC). The MSME facility will include: i) International Bank for Reconstruction and Development (IBRD) Adaptable Program Loan (APL); ii) the IFC's risk sharing facility for Small and Medium enterprises (SMEs); iii) the joint World Bank-IFC technical assistance component; and iv) support to innovative and high potential SME. Policy Lending to improve the enabling environment for MSME finance will complement the MSME facility in the region. the APL provides a structure for rolling out country level financial intermediary loans (FILs) in the MENA region, complemented by regional technical assistance. Country level FILs can include a line of credit component and a contingent credit (risk sharing) component, so that the most appropriate instrument can be used in each market to stimulate MSME finance.

The objectives of Second Export Development Project (EDP II) for Tunisia are: i) to improve access to export markets and finance, and ii) enhance the efficiency and performance of trade clearance process (customs operations and technical controls). The rationale for the extension is that: a) specific activities cannot be completed within the initial timeframe and b) the current successful parts of the project need to be reinforced and given more time to consolidate. Overall, good progress has been achieved towards the project's development objectives and many targets of each individual component have been reached. Overall disbursement is at 76 percent; depending on individual components, it ranges between 57 percent (import technical controls) and 95 percent (pre-shipment export finance guarantees facility). The project is expected to create linkages between domestic and offshore sectors, enhance competitiveness of private enterprises, and strengthen public-private interface to administer and promote internal and external trade. The extension will cover the period from March 2010 to March 2011, or a one year extension.
