The additional credit will help finance the costs associated with scaled-up activities to increase the energy saving impact of the project. The project has disbursed 34 percent of the original credit and is now being implemented at a fast pace, such that the development objective is expected to be met a year ahead of schedule. The changes include inter alia further enhancing the energy efficiency capacity of selected industries, banks, industry associations and energy professionals. Similarly, the aggregate amount of sub-loans will now be no more than (i) US$10 million for individual beneficiaries and (ii) US$30 million for groups of affiliated beneficiaries. The eligibility criteria concerning associated parties will be revised to: (a) Industrial Enterprises (IEs) should not have more than 10 percent of shares in the Participating Banks (PBs); and (b) PBs (i.e. Asaka Bank, Hamkorbank, and Uzpromstroybank) should not have more than 10 percent ownership stake in the IEs. By investing in technical assistance, services and goods, the project will upgrade BVK's capacity in terms qualifications of management and operational staff, management and customer service systems and methods, operation and maintenance equipment, and water quality monitoring and laboratory capabilities, as required to operate and maintain large rural water supply systems. The third component is studies for future investments. The two month extension is being sought so that only one remaining activity, the procurement of computers to schools throughout the country in order to support the per capita financing reforms, may be completed. In light of savings accumulated due to the appreciation of the SDR in relation to the USD, the Government has asked the Bank to allow them to purchase additional computers to expand their availability to all schools. The extension will help ensure greater utilization of the credit proceeds. Moreover, should this two month extension be granted, the strong commitment shown by the Ministry of Public Education makes it likely that this one remaining activity will be completed satisfactorily and would contribute further towards the efficiency reforms which this project jumpstarted. It bears mentioning that second phase of the project is being implemented effectively and is being implemented satisfactorily.
